Duties

Help

This position will report to the Special Programs Branch Chief, Programs Division (PROG), Court Services Office (CSO), Department of Program Services (DPS). The CSO is seeking a self-motivated and experienced Programs Specialist to join its team. The Programs Division provides support for court programs such as electronic public access, libraries, records management, bankruptcy noticing, court interpreting, court reporting, jury management, and the Central Violations Bureau. The incumbent will assist in developing and deploying automated jury products and services for use by district courts via an external vendor and provides staff support for the federal automated jury program. The incumbent will frequently utilize strategic planning and execution in coordination with AO management; relevant AO advisory councils and advisory and working groups; and Judicial Conference committees to obtain the feedback necessary to fulfill the program's mission. The incumbent works closely with the Jury Court Program Administrator and a Jury Attorney Advisor to ensure products and services are delivered in compliance with the Jury Act. The ideal candidate must have knowledge of federal or state laws, regulations, and procedures related to jury selection and management.

The duties of this position include, but are not limited to:

  1. Tracking, researching, and organizing modification requests (MR) submitted by the district courts, and coordinating with the automated jury working group to prioritize MRs.
  2. Reviewing use cases and working with automated jury vendors and court jury staff to ensure business requirements are complete.
  3. Planning and executing deployments of new products such as the the
    interactive voice recognition system and kiosks, as well as national software updates to the jury management system and eJuror.
  4. Maintaining program documentation and updating automated jury tracking database as courts implement new components and upgrade existing software.
  5. Assisting with program office analysis of courts' practices.
  6. Analyzing monthly support call logs for patterns to identify recurring issues that may need program office attention.
  7. Assisting with meeting and workshop planning, including building agendas and coordination.
  8. Coordinating issues within the program office, with multiple vendors, and other offices within the Administrative Office of the U.S. Courts.
  9. Assisting in coordinating and managing contracts relating to the court automated jury program, monitoring contractor performance, and serving as the Contracting Officer Representative for the scanner support contract.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in (1) jury management software; and (2) overseeing the planning, execution, and administrative work required of an operational program.

Highly Desired:

  • Knowledge of federal or state laws, regulations, and procedures related to jury selection and management.

Education

This position does not require education to qualify. However, a bachelor's degree (BA or BS) from a four-year college or university in government, political science, criminal justice, or a related field is highly desired.
