Summary

This position is assigned to the Non-Appropriated Fund (NAF) Fitness, Sports, and Deployed Forces Support Branch; Fleet Readiness; Commander, Navy Installations Command (CNIC); Commander, Fleet Activities Korea. The primary purpose of this position is to plan, manage, and administer a comprehensive, year-round fitness, recreational sports, and aquatics program, and the associated facilities used in conducting these programs.

Duties

Help

  • Plans, organizes, develops, implements, and manages a diverse and comprehensive fitness, sports, and aquatics program.
  • Assists the Morale, Welfare and Recreation Director in periodically updating the departmental strategic plan and reports.
  • Implements an effective written safety/risk management plan and procedures for emergency care for participants; schedules training/certification classes in First Aid/CPR training for appropriate personnel.
  • Conducts regular safety inspections of the facilities, and reports concerns to the immediate supervisor. Implements corrective actions and mitigations identified in Base Safety Inspections.
  • Prepares training manuals/material, operating manuals, and conducts staff meetings and training.
  • Coordinates with city, state, other military bases, and pertinent organizations in establishing a well-rounded fitness and sports program and to effectively promote all aspects of health/wellness to the community.
  • Coordinates with base organizations to ensure fitness advisory members are assigned and the bylaws and philosophy of fitness programs are thoroughly understood.
  • Conducts meetings and hosts collaborated events/educational seminars/information fairs, etc.
  • Maintains records of command participation and determines the winner of individual and base awards and makes arrangements for presentations.
  • Interprets considerable data relating to program trends, costs, problems, and needs; refines or modifies program methods and techniques based on findings.
  • Prepares appropriated fund (APF) and NAF budgets, which include the expenditures required to conduct the fitness, sports and aquatics programs (categories A and B).
  • Monitors contract services and properly performs quality assessment and evaluation (QAE) responsibilities.
  • Completes local needs assessments and/or local surveys annually to determine customer needs and incorporates these finding into the annual program plan.
  • Seeks ways to directly connect departmental plans to current CNIC, MWR priorities including recruitment and retention.
  • Coordinates with marketing staff to plan and develop promotional advertising, commercial sponsorship, and publicity strategies.
  • Implements physical training and performance protocols for active-duty service members onboard the installation.
  • Delivers the Command Fitness Leader (CFL) course and physical readiness-related general military training.
  • Provides personal and group training (e.g. Fitness Enhancement Program) to Active Duty as outlined in the Navy's Physical Readiness Program instruction.
  • Solicits, interviews, selects, and directs volunteers and contract instructors for activities and specialty programs.
  • Ensures Fitness & Sports Specialists are trained and certified to lead Command physical training (PT), group exercise, and/or conduct personal training sessions.
  • Ensures exercise, nutrition and behavioral health education programs are incorporated into the installation's fitness program.
  • Leads and assist in conducting training clinics. Clinics may include Navy Operational Fitness and Fueling System (NOFFS), proper implementation and maintenance of conditioning for aerobic/anaerobic fitness, muscular strength, muscular endurance, body composition, flexibility training, nutrition education and/or other specific needs.
  • Reviews research publications and health journals to ensure currency in methodology and philosophy in the area of health and fitness (e.g. exercise physiology, life-style management, nutrition, and physical conditioning).
  • Ensures the program meets or exceeds industry standards as established by governmental and private organizations such as the Cooper Institute, Presidents Council on Physical Fitness, Occupational Safety and Health Administration, Department of Defense (DoD), American College of Sports Medicine, etc.
  • Directs work to be accomplished by a staff that includes Fitness & Sports Coordinator, Aquatics Manager, Maintenance Supervisor and other subordinate staff.
  • Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
  • Conducts annual performance reviews of staff.
  • Participates in MWR Fitness staffing decisions.
  • Ensures staff receives proper training to fulfill requirements of their positions.
  • Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.

  • Occasional travel of less than 10% may be required.
  • Successful completion of a National Agency check with inquiries (NACI) is required upon employment.
  • Must be able to work varied work schedules to include split days off, evenings, weekends, and holidays.
  • Must be able to obtain and maintain a valid state driver’s license.
  • Must be able to obtain and maintain a Cardiopulmonary Resuscitation and First Aid certification
  • Must be able to obtain a blood-borne pathogen and Navy Basic Fitness Certification.
  • Where CFL Instructor duties are required, must be capable of meeting and maintaining the Navy’s physical readiness standards, in accordance with OPNAVINST 6110.

A qualified candidate must possess the following:

  • Minimum Two Years of Experience: Experience that equips the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
  • Knowledge of a wide range of principles, concepts and techniques that govern physical fitness programs which includes knowledge of exercise science, strength conditioning, nutrition, weight loss/control, cardiovascular endurance, exercise requirements and projected results.
  • Knowledge of bio-mechanics, fitness testing and exercise prescription supplemented with a knowledge of proper procedures in the use of strength training equipment, nutrition, exercise, physical fitness programming and testing equipment.
  • Knowledge of the safe use and operation of fitness equipment, facility operations, and basic fitness equipment maintenance/repair.
  • Skill in and ability to provide fitness training and programming to individuals and groups of various sizes and skill levels.
  • Knowledge of various specialty equipment, both resale and fixed assets to ensure quality material exists to enhance programs.
  • Skill in planning and executing a comprehensive fitness, aquatics, and/or sports program that includes a variety of fitness and aquatics activities and individual and team sports..
  • Knowledge of anatomy, physiology, and kinesiology as related to exercise and physical fitness.
  • Knowledge of military physical fitness standards and testing procedures.
  • Knowledge of the physical and psychological factors that impact training, performance and recovery of individuals and team sports.
  • Ability to perform the full range of supervisory duties.
  • Knowledge of CNIC's EEO policy and procedures.
  • Knowledge of NAF and/or APF budgeting processes including ability to prepare budgets.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Knowledge of safety, fire and environmental regulations and procedures.
  • Ability to develop and effectively deliver presentations and/or training.
  • Skill in developing and adapting new methods, approaches and procedures for the most effective management of a fitness program.
  • Ability to communicate effectively both orally and in writing.

Education

  • An Undergraduate and Graduate education: Major study, General Recreation, or one of the appropriate fields of recreation such as Outdoor Recreation, Recreation and Parks Leadership; Public, Urban, or Community Recreation; Special Populations Recreation (e.g. senior citizens, institutional, etc.); or Physical Education. OR 2 years of specialized experience equivalent at the next lower grade level (NF-03/GS-07) which demonstrate the ability to apply the principles of one or more specialty areas of recreation.
