Duties

Help

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

As a Procurement Analyst at the NH-1102-4 some of your typical work assignments may include:

  • Responsible for ensuring compliance with policies and processes for contract planning, negotiation, award, administration of MDA contract activities.
  • Advises senior leaders and contracting workforce on implementation of policies and processes promoting efficient and effective procurement of Missile Defense System research, development, test and evaluation; science and technology, systems integration and engineering; contracted-out services; and Foreign Military Sales acquisitions.
  • Reviews acquisition and contracting documentation to ensure compliance with Federal and DoD Regulations, as well as, MDA policies and procedures.
  • Represents Director in internal and external meetings and communications, independently determining appropriate actions to be taken and speaking for the organization.

Qualifications

You may qualify at the NH-04 broadband level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:

  • Experience working with cost and fixed-price contracting, cost sharing arrangements, unsolicited proposals, multiple awards, and use of special provisions to acquire sophisticated or unique research, development, test and evaluation services, weapon systems, equipment, and components.
  • Experience applying Government and agency-specific guidelines and business practices, including statutes, regulations, policies and procedures, which cover different contract types.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Duty location Kirtland AFB, NM: Position will be filled at NH-04 with a starting salary of $123,485 to $188,821 (includes 18.05% locality), unless statutory/regulatory rates prevail.

Duty location Schriever AFB, Co: Position will be filled at NH-04 with a starting salary of $125,242 to $191,508 (includes 19.73% locality), unless statutory/regulatory rates prevail.

Duty location Redstone Arsenal, Al: Position will be filled at NH-04 with a starting salary of $127,073 to $191,900 (includes 20.96% locality), unless statutory/regulatory rates prevail.

Duty location Dahlgren, Virginia: Position will be filled at NH-04 with a starting salary of $139,395 to $191,900 (includes 33.26% locality), unless statutory/regulatory rates prevail.

Duty location Fort Belvoir, Virginia: Position will be filled at NH-04 with a starting salary of $139,395 to $191,900 (includes 33.26% locality), unless statutory/regulatory rates prevail.
