The Management and Program Analyst:

  • Serves as the Equity Program Analyst to support the development, implementation and coordination, performance monitoring and reporting concerning FMCSA’s equity actions.
  • Is held accountable for working with FMCSA’s Senior Staff in establishing strategic directions for the Agency’s equity efforts, monitoring performance related to Agency’s goals, providing advice on the most effective use of resources, and representing FMCSA in multi-modal coordination meetings held by the Office of the Secretary.
  • Presents findings and recommendations resulting from program reviews and evaluations to the Administrator and other senior executives of FMCSA.
  • Recommends updates in FMCSA’s equity policies and program guidelines to improve the efficiency and/or effectiveness of the Agency’s equity program and the accomplishment of the Agency’s goals and objectives in this area. Directs follow-up efforts to ensure that approved recommendations are implemented appropriately.
  • Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience designing and implementing equity focused programs and/or initiatives.
  • Experience communicating with senior leadership and providing timely recommendations and support across an agency.
  • Experience leading the planning and implementing of policies and/or initiatives.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience applying analytical and evaluative methods to measure the efficiency and effectiveness of programs.
  • Experience managing multiple programs/projects and/or contracts simultaneously.
  • Experience in oral and written communication and the development of presentations, memos and reports.
  • Experience in developing strategies to promote diversity, equity, inclusion, and accessibility (DEIA) within teams and organizations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.

The agency has the option of extending a term appointment up to the 4-year limit.
