The primary purpose of this position is to serve as Freedom of Information Act (FOIA) and Privacy and Civil Liberties Officer (PCLO) to administer the FOIA and PCL Programs for the National Guard Bureau to include developing guidelines, procedures, and standards for the FOIA and PCL programs and providing program oversight, technical assistance, and training to employees to ensure compliance with the law.

Duties

Help

Manage and oversee the Freedom of Information Act (FOIA)/Privacy Act Programs and serve as an advisor to the 54 states, territories and Wings on all matters pertaining to the FOIA Program, IAW 5 USC 552 (FOIA) and 5 USC 552a (PA) statutory requirements.

Independently analyze and review all incoming and outgoing FOIA/Privacy Act requests.

Interact with FOIA requesters to reconcile conflicting opinions, complaints, disputes and or FOIA concerns; accurately track and manage all requests.

Manage and oversee the Privacy and Civil Liberties Programs in accordance with statutory requirements; provide authoritative guidance, recommendation and training to ensure personal information and data collected, maintained, used, or disseminated only as authorized by law and as necessary to carry out agency responsibilities.

Ensure FOIA and PA program compliance; post updated policy, guidance and FOIA/PA proactive disclosure releases and conduct information management reviews and coordinates on publications.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative & Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to at least the GS-11 level which has equipped me with the knowledge, skill, and ability to successfully perform the duties of Government Information Specialist. Specialized experience is experience which may have been gained providing assistance in administering, analyzing, or performing work involved in establishing, disseminating or managing the Freedom of Information Act (FOIA) and Privacy Act (PA) programs in determining the release ability of requested records.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the provisions of the Freedom of Information Act and Privacy Act, E-Government Act of 2002, (including the Federal Information and Security Management Act)), OMB Requirements and other pertinent laws, Executive Orders, Privacy Impact Assessments, court decisions, and precedents pertaining to the information access and release, security, and protection of information as related to FOIA and Privacy & Civil Liberties Programs to analyze records and make evaluations as to what records, portions of records, or information that may be release or denied to the public.

2. Knowledge of the Privacy Act and organizational policy for amendment of records and database entries to analyze requests for amendment of records and potentially responsive records and make evaluation of whether records may be processed as they relate to Privacy and requirements related to FOIA and Privacy.

3. Knowledge of and skill in applying analytical and evaluative methods and techniques accompanied by an understanding of how regulatory programs are administered in or to select and apply appropriate program evaluation and measurement techniques to ensure compliance with pertinent rules and regulations.

4. Ability to gather, analyze, and evaluate information, in order to draw conclusions and make recommendations.

5. Knowledge of records management and attendant procedures of numerous depositories and libraries, which maintain technical, professional, and other specialized documentation of interest to the public.

6. Ability to express ideas both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
