Duties

Help

  • Serves as a Supervisory Contract Specialist (and advisor) with unlimited signatory authority on significant agency procurement requirements characterized by (but not limited to):
    (1) Large funding levels and a commitment extending over a long period of time (approximated five years).
    (2) Significant magnitude in terms of the contract's impact on agency mission advancement.
    (3) High visibility (to include agency senior leadership and/or interagency initiatives.
    (4) Complexity (requirements are highly technical or complicated in nature).
  • Works independently directly performing (or providing oversight/direction/supervision) on a full range of contract administration actions to include: drafting and assembling purchase/task/delivery orders, cost analysis, negotiations, coordinating evaluation panel reviews/processes, determining terms/conditions, contract award management, modifications, terminations, resolving disposition of claims, investigation/resolution of contractor performance issues, and similar contract matters.
  • Develops acquisition planning and implementation strategies to support all aspects of the program office's business and mission requirements and decisions.
  • Communicates with the Deputy Director and Director to obtain resources and secure needed information or decisions on major work problems and issues; reports out regularly on individual and organizational work goals, objectives, and accomplishments; ensures compliance (of self and subordinates) with Director instructions, OPS procedures, and established milestones/deadlines on work priorities, methods, and deadlines; recommends updates to OPS policies/procedures; and reports progress in mastering skills, tasks, and work processes, as well as individual and team training needs.
  • Represents OPS leadership in conferences and negotiations with internal and external stakeholders.
  • Provides guidance and support to team of Contract Specialists in the finalization and award of contract actions ensuring required documentation is free of errors and retained in contract files, actions comply with all applicable federal procurement guidance and agency policy, and troubleshooting problems and issues in a timely manner and as they arise.
  • Manages and tracks overall workload assignment details and statues, deadlines and timelines, problem(s) to be solved, actionable events, and/or issues requiring further troubleshooting, problem solving, legal intervention, or review.

  • Must possess an Unlimited Warrant or the qualifications to obtain a warrant if selected for this position.
  • If selected for the position, employees will be expected to sign a remote work agreement specifying the location of their remote worksite and outlining the terms and conditions of remote work.

Qualifications

Applicants must have a minimum of 4 years of experience in contracting or related positions of which at least 1 year is specialized experience comparable in scope and responsibility to the upper level of the NY-04 pay band which is at, or equivalent to the GS-14 level in the Federal service, which includes:

  • executing complex, federal procurement activities and initiatives;
  • supervising/managing a staff; developing strategic and operating plans; and,
  • functioning as a business partner with agency/department leaders to ensure that required supplies and services are obtained in the most effective manner for mission accomplishment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Such experience must be clearly documented in the applicant's resume.

Education

Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24-semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.) (Note: You must attach a copy of your transcripts.)
OR
A current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency; OR (2) Served as a military member in a comparable military occupational specialty.

Remote Status: This position is eligible for full-time remote work based on the duties of the position. If selected, employees must sign a remote work agreement prior to onboarding that details remote working conditions and expectations for the position. As agency remote work policies are finalized and/or evolve, there may be additional guidance and requirements for the position. After hire, employees must follow the requirements in the agency's change of duty station policy when changing duty stations. Some remote positions may require the employee's worksite to be within a specified geographic area to fulfill positions needs.
