Duties

Help

This position serves as Chief of Staff (COS) to the Information Technology Laboratory (ITL) Director. In this position, the candidate selected:

  • Works with the ITL Director, senior management and staff to provide detailed guidance on policy and program development, implementation, and evaluation.
  • Utilizes knowledge of NIST-wide programs, including on artificial intelligence, cybersecurity, and privacy, to collaborate with internal (NIST) and external stakeholders to navigate, negotiate, defend, or settle matters involving significant or controversial issues.
  • Conducts ITL's strategic planning, developing, executing, and coordinating the implementation of policies, programs, and initiatives.
  • Develops and oversees policies and procedures and provides recommendations on issues spanning the entire scope of program activities to the ITL Director.
  • Represents the office in high-level meetings and prepares congressional testimony, briefings, and other information for the ITL director and senior leadership.
  • Identifies and performs in-depth analyses of issues, drafts potential solutions, and analyzes the consequence of adopting different solutions and policies.
  • Oversees completion and maintenance of other ITL-level processes and activities.
  • Oversees ITL's communications function, working with technical staff and management to coordinate technical resources and develop communication documents for various audiences.

Qualifications

Requirements:
Applicants must have one year (52 weeks) of the specialized experience at the GS-14 level (ZP-IV at NIST). Specialized experience is defined as experience in managing internal and external engagements, including leadership, developing, coordinating, and overseeing outreach special projects.


Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application. The qualification requirements in this vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook.
