Duties

Help
  • Performs a variety of administrative and analytical support work, and management of office automation systems, sensitive data, programs, applications, and data processing and functions related to office management activities.
  • Uses conventional analytical techniques or studies to gather statistical information to improve office administrative functions.
  • Provides administrative support in developing, organizing, and maintaining sensitive data, technical documentation, and system information used by USDA executives, managers, subject matter experts, and analysts.
  • Ensures data on thousands of records are gathered each year of the Secretary's correspondence and decision documents are all held in digital format.
  • Applies knowledge of office automation systems, software applications, data entry and processing, computers, and other electronic systems to support the Office of the Executive Secretariat.
  • Accesses systems and uses applications, electronic spreadsheets, and chart making systems to track and retrieve data, enter data, and develop automated reports and information for management use and decision making.
  • Updates the Content Management System database, input individual information, determine category and period of eligibility, prepare the appropriate identification card; and collect, analyze, calculate, interpret, update, store and print information.
  • Reviews administrative reports for the status of active correspondence and data entry and processing errors such as missing data in the subject field or missed steps such as closing folders that have all other required steps completed.
  • Tracks tickets from the OES staff for day-to-day problems addressed to CMS administrators and programmers.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Specialized Experience:

At the GS-07: Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience managing or processing electronic records by facilitating effective and time-saving methods for document drafting, clearances, and approvals by subject-matter experts, managers, and executives via an automated system.

OR

Substitution of Education for Experience: Successful completion of a one full year of graduate level education which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Related degrees may include Library and Information Science or similar academic programs. (Provide transcripts to verify graduate level education)

OR

Superior Academic Achievement (SAA): Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Applicable for persons who have completed (or expect to complete within 9 months) all the requirements for a bachelor's degree from an accredited college or university. SAA is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
  3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.
Note: Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. (Provide transcripts to verify GPA or other documents showing class standing or honor society membership)

A combination of education and experience as described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for specialized experience at the GS-07 level as described above. (Must provide transcripts to verify GPA/graduate education)

This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
