Help

As the Mechanical Engineer, you will:

  • Provide mechanical engineering expertise and recommendations to the Head of Facilities/Engineering, as it pertains to facility condition assessments on a recurring basis to document short-term and long-term planning facilities engineering program needs.
  • Assist the Head of Facilities/Engineering in overseeing the Gallery's facilities maintenance management programs from a mechanical engineering perspective; this includes facilities condition assessments, short-term and long-term planning preventive maintenance, reliability centered maintenance, work control, and utilities.
  • Prepare statements of work, design documents including engineering drawings, specifications, and independent government cost estimates (IGCE) for mechanical projects that pertain to new construction, renovation, repair, and demolition work.
  • Assist the Office and Procurement and Contracts (APC) in the award process, analyzes bids and assists in the preparation of required pre-award documents.
  • Responsible for managing, coordinating, and developing designs, plans, and specifications for the repair, replacement, renovation and maintenance of the Gallery’s chilled water distribution system, air handling unit systems (supply/ventilation/exhaust air), steam systems, plumbing (domestic, irrigation, stormwater) systems.
  • Serves as an expert in the design and installation of complex mechanical systems and provides technical guidance to employees in the AFM Facilities Engineering Department and AFM Operations Department regarding new technologies and applications for the repair and maintenance of critical systems and equipment necessary for the display and storage of the Gallery’s invaluable collection of art.
  • Perform engineering reviews of drawings and specifications for construction projects administered by the Office of Architecture and Engineering (AAE). Emphasis for reviews include major mechanical systems and supporting controls for determination of code compliance, constructability, and adherence to standards established by the Gallery.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-0830-13.

One year of specialized experience includes meeting all of the following: 1) Develop detailed mechanical engineering reports, plans, and/or specifications for new construction, renovation, or rehabilitation projects; and 2) review mechanical engineering reports, plans, and/or specifications for commercial or government clients. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Those applicants who meet the minimum qualification requirements will be evaluated against these factors to determine the best-qualified candidates.

  1. Mastery knowledge of professional mechanical engineering concepts, principles, and practices sufficient to provide mechanical engineering advice, guidance, and direction to the Head of Facilities/Engineering on all relevant matters including repair program planning, alteration, upgrade, and renovation of major Gallery mechanical systems and equipment, facilities condition assessments, and maintenance service and repair contracts.
  2. Mastery knowledge of industry practices, methods, and techniques, as well as relevant national or international consensus standards sufficient to independently identify criteria needed to resolve complex technical mechanical engineering issues and challenges.
  3. Extensive familiarity with related engineering fields, such as electrical, fire protection, building automation, and civil/structural.
  4. Knowledge of and demonstrated experience in designing modifications for facilities or major mechanical equipment that may require unique design approaches and modifications of standard techniques, rather than design approaches commonly used for commercial buildings.
  5. Knowledge of and ability to apply state-of-the-art mechanical engineering and operating theories related to museum and scientific laboratory environments.

Other Relevant Eligibility Criteria:

Previous experience as a Federal Government Contracting Officer Representative for complex construction projects and extensive knowledge and training on Federal Acquisition Regulations (FAR) pertaining to construction. COR level II certification (active or expired) required in the past five years.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration under merit promotion procedures.

Education

Basic Requirements:


A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.


OR


B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:


1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.


2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional.
