A PSYCHOLOGICAL HEALTH PROGRAM MANAGER, GS-0185-12, 1. Serves as the National Guard community liaison with military and non-military agencies to promote and achieve timely information exchange, coordinate collaborative prevention efforts, and establish and maintain an extensive array of resources, associations, and community partnerships. Participates in community activities, ensures research-based prevention programs are properly staffed and executed, and coordinates outreach efforts with key leaders. Ensures that curriculums and community intervention initiatives for each prevention program are researchbased and supported by the literature. Participates in relevant committee meetings to provide input and obtain information related to psychological health issues. Coordinates substantial findings and possible effects of outreach efforts with the State Surgeon and key leaders to ensure they remain current on issues related to the psychological health program. Liaison between community agencies, including medical agencies, schools, shelters, childcare, and family support centers providing access to services that can improve and/or sustain the psychological health of National Guardsmen and families. Represents the community outreach and prevention initiatives and programs professionally and appropriately.
2. Conducts needs assessments, intake evaluations, and diagnostic assessments. Consut psychological health assessments and individual consultation to facilitate coordination of counseling, and other services promoting psychological health. Assesses individuals to explore the development of behavior patterns, mechanisms, and symptoms often for purposes of fitness for duty; determines the facts concerning client problems, strengths, and the underlying causes to assess the needs of the individual and/or family, and within the context of their military affiliation. Performs risk assessments and determines degrees of danger posed by clients. Individuals requiring clinical interventions (i.e., clinical treatment) for other than short term problem resolution should immediately be referred to an appropriate and competent clinical professional. Responsible for knowledge of state and professional licensing and ethical practice guidelines. Carries professional responsibility for findings, interpretations, decisions, recommendations, reports and services. Provides short-term, evidence-based problem resolution. Ensures resolution plans identify the patient's problems, strengths, weaknesses/limitations, coping skills, and necessary assistance from others, and appropriate disposition when necessary. Applies multiple techniques including individual, group, couples, family, supportive, crisis intervention, and behavioral interventions or other recognized resolution strategies based upon accepted theories, principles, and practices. Ensures case records meet the standards of The Joint Commission (TJC), Integrates findings, referral, and assessment, using assessment guidelines of the Diagnostic and Statistical Manual of Mental Disorders (DSM) of the American Psychiatric Association
3. Coordinates and implements prevention and community outreach and education programs. Conducts comprehensive needs assessments and analyses that form the basis for program development activities and action plans to meet the needs of clients.

Develop, teach, and provide oversight for classes that promote education and skill building to enhance psychological and physical health. Evaluate training opportunities, and professional development activities. Provides timely, effective, and accurate training to mental health providers and other medical personnel on psychological health matters, resources, and interventions.


5. Provide clinical supervisory oversight for team of GS-12 Social Workers (LICSW) and Licensed Alcohol Drug Counselors (LADC). Identify areas of growth in employee developmental and clinical domains to promote team effectiveness. Will act as primary behavioral health liason to Minnesota Army National Guard leaders and external organizations. Performs periodic clinical chart reviews of existing case management open cases and provide insight, feedback, and appropriate direction to behavioral health team. Plan and lead weekly clinical consultation meetings designed to process complex cases. Provide clinical supervision to behavioral health team in one-to-one capacity when needed. Act as primary behavioral health liason to Medical Detachment leaders, attend key leader meetings, and integrate with higher echelons of leadership as necessary to manage behavioral health concerns of organizations. Maintain, monitor and regularly update behavioral health team referral resources. Clinically review high risk cases weekly. Provide oversight of behavioral health administrative functions.

  • Irregular and overtime hours may be required to support operational requirements or contingencies.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • Possess a current, unrestricted State license to practice clinical counseling work independently.
  • Must have 24 months of experience in clinical counseling work assignments.

Qualifications

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:
GS-12 and above - 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

EDUCATION:

Degree: A Master's in Social Work from an institution accredited by the Council on Social Work Education is required. Substitute degrees will not be accepted.

  • Area 1: Current On-board Title 5 Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Minnesota National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Minnesota National Guard or Office of Personnel Management agency. This does not apply to Temporary Technicians or Temporary Employees
  • Area 2: Current On-board Excepted Title 32 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Minnesota National Guard employees who are in permanent technician status as result of being competitively hired within the Minnesota National Guard agency.
  • Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite?) from another Federal Agency nationwide who are in permanent technician status as result of being competitively hired within that agency. I.e. Title 5 employed outside of the MNNG, Title 5 USAFR.

THIS IS A MINNESOTA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION

This position is located at the Joint Force Headquarters State (JFHQ-State) as the Director of Psychological Health (DPH), the primary purpose of the DPH is to provide preventive, remedial, and support services to improve and sustain the psychological health of Army National Guard (NG) military members and their families. As part of the Minnesota Medical Detachment, formally known as the Office of the State Surgeon (OSS), the incumbent exercises technical oversight, plans, coordinates, monitors, and provides access to a full range of professional services for the eligible populations served. Duties focus on outreach, education and prevention, needs-based and psychosocial assessment, diagnosis, short-term problem resolution, and provision of or referral to evidenced-based interventions. Responsibilities include clinical oversight of GS-12 Social Workers (Psychological Health Coordinators (PHC)s. This position qualifies for a Recruitment Bonus of 15% of the selected individual's pay rate for 12 months
