Summary

As an Instructional Systems Specialist at the GS-1750-13, you will be part of OPM Human Resources, Office of Personnel Management. If selected, you will be responsible for serving as a subject matter expert with responsibility for the complete planning, development, presentation, administration, and evaluation training and development programs and technologies required to meet the needs of OPM executive, management, supervisory, professional, technical, and administrative personnel.

Duties

Help
  • Provide innovative learning, training, and development services to OPM program areas by employing advanced approaches to training, employee development and leveraging technology.
  • Evaluate all aspects of current education and training programs such as administrative policies and procedures, technology, courseware, curricula, instructional methods and techniques, and qualifications of instructors and facilitators.
  • Develop policies, procedures, and standards for agency-wide competency management, training and development programs.
  • Assess workforce training needs, skill gaps, and competency gaps to design, develop, and implement effective learning and development programs.

Qualifications

This position has a basic education requirement.

All applicants must meet the basic requirement and the specialized experience requirement in order to qualify for the position.You must have successfully completed a 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. The course work must have included study in at least four of the five following areas:
1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.


For the GS 13: You must have one year of specialized experience at the GS-12 level in the federal service or equivalent in the private or public sector which included: 1) conducting training needs assessments to determine the requirements for the revision of existing instructional systems or the development of new training material; 2) collaborating with program offices to conduct employee skill and competency gap assessments and develop short-term and long-term plans that will help address gaps; 3) designing and delivering training content, materials, and development programs; 4) applying adult learning methodology and systemic instructional design approach for the analysis, design, development, implementation, and evaluation (ADDIE) of training and learning materials and activities; 5) utilizing the appropriate delivery format and technology to include traditional and new media modalities (e.g., learning management systems, e-learning, video, instructor-led training, virtual classroom, blended learning, coaching, mentoring, classroom, and more).


Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level.
