Operates vehicles such as pick-up trucks and four-wheel drives.
Operates motorboats up to 26 feet in length on rivers and open waters.
Steers a vessel to maintain direction and control.
Assists in fueling operations by checking fuel levels and handling fuel hose and attachments.
Observes safety procedures for crew and all passengers.
Paints surfaces of floating plant such as exterior of barge and exterior and interior walls of river towboats.
Takes care of property aboard vessel and keeps all quarters clean and orderly.
Identifies defective equipment in need of repair or replacement.
Monitors ropes and repair or renew to maintain safe operations.
Safely drives a motor vehicle in fair and inclement weather.
Follows directions while performing and/or assisting others with the repair and overhaul of equipment and machinery.
Interprets manufacturer instructions for stirring and thinning oil-based paints.
Uses various manuals and power tools such as scrapers, sanders, needle guns, and brushes to prepare surfaces. Paints surfaces by brush, roller, airless sprayer, etc.
Performs general maintenance repairs to boat and other deck equipment.
Operates deck equipment such as power winches, hydraulic lifts and booms, chainsaws, water pumps, and cables.
Handles lines in making and breaking tows and moorings to ensure boats, barges, and other plant equipment are tied securely.
Responds to frequent and complicated changes to instructions.
Ensures deadlines are met and provide information to superiors on the progress of work and cause of delays.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position meets the criteria for random drug and alcohol testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218.
Incumbent is required to sign a DA Form 7412, Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under the DOT, Federal Highway Administration Rules on Drug and Alcohol Testing.
The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver’s License.
This position requires travel and overnight trips up to approximately 15% of the time.
This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
The duties of this position require a Personal Floatation Device (PFD) to be worn at all times while on open decks.
The duties of this position require the incumbent to obtain and maintain a First Aid and Cardio-Pulmonary Resuscitation Certification.
The duties of this position require the incumbent must be able to obtain and maintain a valid, U.S. Government license to operate Class A motorboat.
The duties of this position require the incumbent obtain and maintain a forklift license.
Incumbents will be required to work four, ten-hour workdays, Monday through Thursday 0630-1700.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications: Ability to do the work of a Deckhand, XF-5788-06 without more than normal supervision performing tasks such as handling lines in making and breaking tows and moorings to ensure boats and barges are tied securely; tying knots and splices; basic rigging techniques; operating gas and electric power tools including chain saws, power saws, drills, grinders, and sanders; performing basic mechanical and electrical boat repair; performing marine painting and preservation; operating deck equipment such as hydraulic booms and lifts; and experience with small power boat operations and seamanship.
PHYSICAL EFFORT: Requires sustained physical effort. Incumbent is exposed to moderately heavy physical effort required for more than 20% but not exceeding 50% of the work cycle on an average basis. Physical exertion such as in lifting objects up to 50 pounds, pulling ropes, and cables; climbing up and down steps; lifting tools, materials, and supplies. Incumbent is required to walk on wet, slick, icy decks and rough and uneven terrain. The incumbent must be able to maintain alertness and have good muscular and visual coordination. Requires the ability to transfer between shore point and vessels, and between vessels and barges under potentially adverse conditions.
WORKING CONDITIONS: Performs work in an enclosed cabin and on deck in all types of weather conditions. This includes working over water, on decks of boats, barges, and around moving machinery and equipment. There is danger of falling or slipping into the water and drowning; being struck by falling, rolling, or swinging debris and other objects, lines parting under strain, becoming entangled in moving cables and lines, may be subject to cuts and bruises from tasks performed. Performs repair work on floating plant in cramped quarters.
Education
There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
