This position serves as a senior Mechanical Engineer (ME) in support of USCG’s Naval Engineering Tech Authority and as a Lead Engineer
(LE) for auxiliary machinery equipment and systems addressing mechanical engineering challenges under their cognizance.  Auxiliary machinery equipment and systems encompass all the equipment and piping needed for fluid systems, weight handling systems, HVACR systems, water making systems and other auxiliary machinery Installed on board Coast Guard Cutters and Boats.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

Performs duties as the Coast Guard Subject Matter Expert for assigned equipment and system and as the LE for the Auxiliary Machinery Technical Warrant Holder. Establishes USCG’s Technical Policy, statutes, and regulations for equipment and systems assigned.

Interprets basic legislations, broad organizational policy, statutes, and regulations and provide guidance to managers and other personnel
in order for them to accomplish their assigned duties.

Develops technical and design standards, organizational policy for in service and future assets.

Serves as an expert consultant on broad projects and programs with national impact. Consults with all levels of management, headquarters personnel, other federal agencies, and to foreign and commercial organizations in the design or construction of vessels, systems, and auxiliary machinery equipment.

Establishes and maintains liaison with program managers and works closely with their representatives to ensure that systems requirements definition and adequate funding are met.

Provides authoritative specialized information concerning integration of system components, including auxiliary machinery and Interfaces problems and their solutions.

Recognized as an authoritative and expert source of information, both internally and by other agencies, and on a national level on unprecedented technical problems. Remains abreast of the latest developments and trends, and other matters relating to the area of specialization.

Works with all levels of local management and program officials, key personnel of other agency locations, other government agencies, international partners, and private industry to resolve and track complex and controversial problems that arise and assures the
overall resolution of issues.

Plans and coordinates projects involving new technologies where new techniques and approaches are needed.

Coordinates and integrates the planning, programming, development, oversight, scheduling, and overall management of resources for assigned projects in auxiliary machinery areas.

Recognized as an SME, develops, reviews, and provides recommendations for proposed project requirements, expected results, and budgetary estimates.

Analyzes and consolidates project approaches and resource requirements.

Prepares technical reports such as development and assessment of designs through the use of PipeFLO fluid analysis models and the development of Heating, Ventilation and Air Conditioning Artifacts models/calculations for use by engineers, managers, or operators.

Establishes methods and procedures to substantially reduce project costs. Provides expert guidance to management for strategic
planning and program development.

Qualifications

QUALIFICATION REQUIREMENTS: To qualify for this position, applicants must show that they possess a professional knowledge of engineering principles and practices through the following: Completion of a bachelor's or higher degree in engineering that was from an ABET (Accreditation Board for Engineering and Technology) accredited school or that included courses in differential and integral calculus and courses (beyond first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Registration as a professional engineer by a state, the District of Columbia, Guam, or Puerto Rico. OR Successfully passing the Engineering-in-Training (EIT) examination, or the written test required for professional registration that is administered by the Boards of Engineering Examiners in the various states, the District of Columbia, Guam, and Puerto Rico, and completed all the requirements for either (a) bachelor's degree in engineering technology (BET) from an accredited college or university that included at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from an ABET-accredited program. OR A combination of at least 4 years of college-level education, training, and/or technical experience that included successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses listed in paragraph A above. (NOTE: The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.) OR Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) AND at least 1 year of professional engineering experience under the guidance and supervision of a professional engineer. IN ADDITION to meeting the basic education requirements (above), Applicants must have at least 1 full year of professional engineering experience (equivalent to the GS-13 level in the federal service) planning, designing, cost estimating, managing and evaluating maintenance, improvement, acquisition, and construction projects; ensuring timely and cost-effective execution of contracts; and inspecting ongoing and contracted work for adequacy, conformance to standards, etc. This included performing engineering calculations, ensuring conformance with building codes, considering the effects of budgetary constraints, considering customer input,and making presentations on project status.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Knowledge of, and skill in applying Mechanical Engineering concepts and principles as it applies to shipboard auxiliary machinery systems to resolve novel or obscure problems, extend, and modify techniques, develop new approaches that guide other engineers who solve a variety of technical problems.

Knowledge to apply new, innovative, or experimental mechanical engineering theories, developments, or practices to problems or studies not susceptible to treatment by acceptable methods.

Knowledge and skill to prepare system layouts and detailed drawings and schematics, and to inspect marine equipment and machinery.

Knowledge and skill in planning, executing significant projects activities for critical shipboard auxiliary machinery systems for USCG’s operating programs to include conducting environmental, operational, or performance tests on marine machinery and equipment.

Knowledge in testing, installation, and repair of marine equipment to ensure compliance with standards and are performed safely and at minimal cost.
