This group is responsible for contract management and lifecycle maintenance of multiple NAS programs and systems that provide services and tools to the general aviation community.

This position is located in the Air Traffic Organization, Systems Operations, Flight Service Directorate, In-Service Management Group (AJR-B200). This group is responsible for contract management and lifecycle maintenance of multiple NAS programs and systems that provide services and tools to the general aviation community.
Provides national-level expertise and experience in flight service programs and operations, such as flight planning, weather, NOTAMs, and airport advisory service to landing and departing aircraft in airports without towers, to support the Future Flight Service Program (FFSP) which is a major national program to modernize flight service facilities and infrastructure.
Identifies and resolves highly complex problems that often cross organizational boundaries between air traffic, flight service, and contract tower facilities and that affect the accomplishment of agency objectives.
Work directly affects the objectives of the Air Traffic Organization (ATO), the safety and efficiency of the National Airspace System (NAS), general aviation community, and the flying public.
Applies experience and expert technical knowledge of air traffic procedures and operations to analyze and evaluate operational issues concerning the operations and modernization of the FFSP infrastructure through improvements like new voice-over-Internet protocol technologies, stronger system safety requirements, and an upgraded Federal Aviation Administration (FAA) network architecture.
Uses experience to provide pilots with preflight and in-flight weather information, suggested routes, and other aeronautical information.
Evaluates proposed contracts on technical modernization systems, such as visual weather observation equipment that provide pilots with both visual and textual weather observations.
As a senior project manager, applies strategic program/project management principles to lead a matrix-based organization consisting of ATO and Federal Aviation Administration (FAA) representatives to monitor and evaluate contractor performance according to specific contract performance measures and levels tied to flight service operational requirements.
Works with the FFSP vendor and other contractor support to execute implementation activities, manage and track schedules, and coordinate and execute site telcons and checkpoints.
Ensures that the appropriate individuals, facility, regional, and personnel are included in site implementation activities.
The position will serve as the Contracting Officer Representative (COR), as recommended by management, and when the Contracting Officer delegates.
Uses knowledge of Acquisition Management System (AMS) policies, guidelines, laws, and related policies and procedures to develop strategies and plan for new acquisitions.
Monitors contract management and life-cycle maintenance of multiple NAS systems that provide tools to the general aviation community.
Facilitates development of contract requirements, addresses operational and technical issues, and assists Contracting Officers in developing and administering contracts.
Monitors contracts by identifying and resolving challenging problems and issues.
Represents the FAA at the national level as the focal point for the FFSP.
Recommends AJR positions on major programs and issues to agency management.
Prepares and reviews reports or policies for internal and external distribution.
Provides general guidance for addressing issues, the ATCS is almost always required to develop new and innovative approaches.
Recommends new policies.
Develops procedures and approaches.
The ATCS is a recognized expert in the FAA and will work independently and exercises broad discretion to ensure that work is integrated with organizational objectives and policies.
The agency manager accepts work products as technically authoritative, though work is reviewed for success in achieving desired results, effectiveness, and consonance with agency goals and objectives.
Conceives plans and directs studies involving complex issues and unique problems.
Uses knowledge of FAA policies and objectives to identify, define, and organize work for multiple work activities.
Acquires and allocates resources to accomplish work activities within established schedules.
Selective Service Registration is required for males born after 12/31/1959.

Qualifications
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE IS DEFINED AS:

- Experience with collecting, analyzing, managing, and communicating information and data to a diverse audience.
