THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION

The primary purpose of the HUMAN RESOURCES ASSISTANT (MILITARY), GS-0203-7, is to provide human resources services to technicians and Active Guard Reserves (AGRs). The position is remote from the Human Resource Office (HRO). The primary function of this position is to provide technical support on a wide range of technician and AGR human resources matters to line supervisors, managers, technicians, and AGR members at the base or unit organizational level and to coordinate such matters with the servicing HRO.

  • Provides assistance and information pertaining to employee relations and labor relations matters to managers, supervisors, union officials and technicians. Provides information to managers and supervisors regarding issues of ARNG/ANG technician occupations and the effects of specific regulations or instructions on anticipated human resources actions.
  • Reviews, indexes, and files guidance and reference material through electronic systems such as correspondence, requisitions, message forms, human resources regulations, instructions, manpower reports and records, utilizing appropriate code and file systems and cross-referencing when required. Prepares electronic file outlines, maintains records, and controls schedules to ensure proper maintenance and disposition of human resources and administrative material.
  • As the human resources liaison representative, coordinates human resources transactions on a daily basis with management officials, technicians, the ARNG/ANG organization/unit and HRO. Executes necessary documents of technician personnel who deploy, mobilize, separate, retire, etc.
  • Advises and provides procedural and technical guidance to managers, supervisors, and/or employees. Advises, and provides comprehensive procedural and technical guidance to managers and supervisors in the areas of recruitment, placement, separation, and retirement.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Qualifications

HUMAN RESOURCES ASSISTANT (MILITARY), GS-0203-7: Must have at least one year of specialized experience, equivalent to at least the GS-06 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience in human resources business elements and can discuss terminology, concepts, merit principles, and issues; Experience in using reference and resource materials; Experience in operating a computer, utilizing multiple computer programs, and performing keyboard functions.
