Duties

Help
  • Conceives, develops, integrates, and tailors all messaging across all echelons of the Department of Defense, Army, AFC, and DEVCOM in support of ARL strategy implementation and command objectives.
  • Integrates with other functional areas in ARL, and externally as appropriate.
  • Works successfully and effectively at every level of the internal ARL organization as well as with external senior personnel.
  • Serves as a supervisor responsible for managing the administrative and/or technical work of the organization.
  • Advises management at the headquarters and directorate level on policy formulation and the potential public reaction to proposed policy.
  • Generates brochures, briefings, agendas, reports, web sites, and exhibits to showcase technology plans, programs, and achievements.

Minimum Qualification Requirement for Supervisory Public Affairs Specialist, DJ-1035-04:
Specialized Experience: One year of specialized experience which includes: 1.) Directing the technical communications strategy for a research laboratory. 2.) Serving as a strategic communicator for a research institution integrating the public affairs and foundation research messaging. 3.) Identifying and carrying out public communication requirements in disseminating policy decisions. 4.) Advising agency management on policy formulation and the potential public reaction to proposed policy This definition of specialized experience is typical of work performed at the next lower pay band or General Schedule equivalent position in the federal service (DJ-03, GS13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • U.S. Army Combat Capabilities Development Command Army Research Laboratory (DEVCOM-ARL) is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project (DEMO). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. This position is a DJ-04 position which encompasses GS-15, Step 1 to Step 10.
