Help

The position serves as an Intelligence Operations specialist for the Sector Delaware Bay Intelligence Staff. The responsibilities include collecting, reviewing, evaluating, interpreting, and performing first order analysis of law enforcement intelligence on all maritime threats in and around the ports and coastal waterways, producing intelligence reports, and disseminating tactical and operational intelligence to the port level operational commander, Sector Delaware Bay Intelligence Staff, Coast Guard Maritime Intelligence Fusion Centers, Intelligence Coordination Center, and other Intelligence and Law Enforcement agencies.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

  • Receiving, and analyzing highly specialized, particularly sensitive intelligence information from multiple sources.
  • Performs long-range planning for the data dissemination program, applying different and unrelated methods to develop and recommend solutions to minimize actual and potential problems.
  • Prepares analyses that identify, interpret, and explain pertinent issues and developments to the formulations and execution of actions or policy. Prepares reports that recommend organization positions on controversial or disputed issues.
  • Analyzes and evaluates large volumes of intelligence materials of a highly specialized, particularly sensitive nature, relative to their importance and impact on foreign policy.
  • Monitors intelligence trends to determine levels of coverage provided and required, and to anticipate and formulate new operations requirements; plans and provides projected data and requirements and estimates scope or form of future situations affecting a wide range of agency intelligence activities.

Qualifications

Applicant must have one year of specialized experience equivalent to the GS-11 grade level.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of Specialized experience include: Planning, organizing, and performing research and analysis of complex major issues within the assigned specialty area; defining the scope and objective of research in cooperation with the supervisor; devising solutions to problems; identifying gaps in existing data and requests research or reports necessary to strengthen intelligence.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Recruitment Incentive: Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement.

Relocation Incentive:  Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation incentive of 10% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.                             

Student Loan Incentive: Job Announcement Verbiage, Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement.

  • Knowledge of intelligence research collection, cataloging, and storage techniques, intelligence data dissemination, intelligence research analysis and evaluation, and intelligence data acquisition planning and operations to support the organizations efforts in dealing with all maritime threats in and around the ports and coastal waterways.
  • Knowledge of subject matter to prepare and present technical briefings and offer interpretation of data.
  • Knowledge of specialized intelligence, collection and dissemination techniques and sources to support ongoing security issues.
  • Knowledge of technical document development sufficient to produce instructions and manuals to
    support organization's needs.
  • Knowledge in the analysis and evaluation of raw data in the geographical or functional area of expertise to produce finished intelligence reports.
