About the Position: This position will be located at a Medical Treatment Facility with responsibilities at Carlisle Barracks, DLA at New Cumberland, Fort Indiantown Gap, Barquist AHC, and Letterkenny Army Depot. Hours of work will be Monday through Friday, 0730-1630. Position may necessitate the incumbent to carry a cell phone and answer to emergency facility calls on nights and weekends. Situational telework may be approved in accordance with agency policy.

Duties

Help
  • Serve as the principal advisor concerning facilities maintenance management.
  • Analyze a variety of problems or conditions and provide management advisory services and planning assistance to organizational elements.
  • Serve as the Contracting Officers Representative (COR) for the organization and supervise all minor construction and repair projects.
  • Act as liaison between supervisors of the clinics, other government locations, DCC, VSC, host installation, Regional Health Command, Health Facilities Planning Agency (HFPA), and Defense Health Agency (DHA) for facility projects.
  • Submit, track, and coordinate individual job orders with the local maintenance contractor and MEDDAC Chief of Facilities higher-level headquarters.
  • Determine the total budgetary requirements to support the assigned facilities operations, maintenance, and repair plans.
  • Develop a comprehensive program of facility maintenance and repair for assigned facilities annually.
  • Participate with each installation Director of Public Works (DPW) to develop annual multi-year and long-range Facilities Master Management Plans.
  • Serve as the organization representative at pre-construction conferences, as well as in-progress, pre-final, and final construction inspections.
  • Plan work to be accomplished by subordinates, setting priorities and completion dates.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation for access for the duration of employment. A background check is required.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position requires heavy lifting of materials weighing up to 50 pounds.
  • Incumbent must be able to obtain and maintain Contracting Officer Representative (COR) certification. Incumbent must successfully complete the annual refresher training in order to maintain COR certification.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires incumbent to possess and maintain a valid state driver's license to operate government vehicles.
  • This position may require the incumbent to work on any day or shift, including PMs, nights, weekends, holidays, or on an "on call" basis, necessary to meet mission requirements.
  • Incumbent may be required to travel up to 5% of the time.
  • Position may allow for situational telework in accordance with agency policy.
  • This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • This position requires the incumbent to have tuberculosis testing.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • This position may require the incumbent to complete a one year supervisory probationary period.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes assisting with the management of a maintenance program for a healthcare facility by planning maintenance activities; monitoring preventative maintenance programs; inspecting facilities to identify maintenance, repair, and construction requirements; identifying short and long term projects; acting as contract representative for facility contracts; and assisting with workload and personnel management of subordinate employees. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, industrial arts, property management, or business administration.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
