• Provides guidance to management on all recruitment and placement issues, modes of recruitment, staffing alternatives, and recommends methods and strategies to resolve problems.
• Creates job analyses, develops crediting plans and makes eligibility and qualifications determinations for both Merit Promotion and Delegated Examining recruitment efforts. Researches pertinent policies and guidelines to provide consultative advice.
• Extends job offers, verbally and in writing; provides new employees information on eligibility requirements and various benefit options; and tracks the progress of recruitment actions by using electronic HR systems in a timely manner.
• Utilizes automated systems to process personnel actions in accordance with established policies and procedures. Participates in special projects or initiatives to standardize and streamline HR processes and procedures.
• At the GS-07/09/11 levels, the incumbent performs essentially the same duties as above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-12 level.

Qualifications will be based on an evaluation of a candidate’s education and/or qualifying experience.

Applicants applying for the GS-07 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-05 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

OR B. Completed 1 full year of graduate level education at an accredited college or university which demonstrates the knowledge, skills and abilities necessary to do the work of the position;

OR C. Have a combination of graduate education and specialized experience (as described above), which is equivalent to the GS-05 level in the Federal Service;

OR D. Completed a 4-year course of study leading to a bachelor's degree in an accredited college or university and have a grade-point average of "B" (3.0 or higher on a 4.0 scale) for all completed undergraduate courses or those completed in the last two years of undergraduate study;

OR E. Completed a 4-year course of study leading to a bachelor's degree in an accredited college or university and have a grade-point average of "B+" (3.5 or higher on a 4.0 scale) for all courses in your major field of study, or those courses in your major completed in the last two years of your undergraduate study; 

OR F. Completed a 4-year course of study leading to a bachelor's degree in an accredited college or university and ranked in the upper one-third of your class in the college, university, or major subdivision;

OR G. Completed a 4-year course of study leading to a bachelor's degree in an accredited college or university and are a member of a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.

Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%. OR C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-07 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.
