1. Serves as a Senior Contracts Attorney to the AFIMSC Commander, Civilian Leaders, Directors, the Planning and Integration Directorate, Facility and Engineering Directorate, Energy Directorate, Environmental Directorate, Operations Directorate, Installation Directorate, and Readiness Directorates, the Construction Contracting Division, and the Environmental Contracting Division on questions of acquisition law and policy.
2. Provides timely and practical legal advice within AFIMSC and PSU's and to AFIMSC and PSU's customers DAF wide concerning all construction law and environmental law issues, including the application of relevant federal, state, and local laws, regulations, and judicial and administrative precedent to the AFIMSC mission.
3. Responsible for performing miscellaneous duties as assigned by the AFIMSC SJA or Acquisition Law Division Chief.
4. Provides legal advice as needed to the Planning and Integration Directorate, Facility Engineering Directorate, Energy Directorate, Environmental Directorate, Operations Directorate, Installations Directorate, and Readiness Directorate by researching, interpreting, and preparing written opinions on DoD and Air Force ethic, fiscal, travel, and administrative regulations.

  • Incumbent must be currently licensed as an attorney and counselor-at-law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.

  • Employee must be a graduate of a law school accredited by the American Bar Association and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory or commonwealth.

Qualifications

GENERAL REQUIREMENTS:

  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
  • In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as the date obtain is shown and reflects that it is dated within four months of the application and it shows that you are in "active" status. A copy of the Bar Card is not acceptable proof of good standing.
  • Note Transcripts must be provided if not a current AF Internal employee.

AFI 51-101 General requirements for a GS-15 are set forth under paragraph A4.1. In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Sufficient knowledge of federal environmental law, specifically as it applies to environmental remediation and the Base Closure and Realignment Act, to support the acquisition activities of the Air Force Civil Engineer Center's Environmental Management Directorate.
2. Knowledge of the Federal Acquisition Regulation and its applicable supplements.
3. Skill in the area of government acquisition law, and ability to provide acquisition related legal advice and counsel to command and management and represent DAF interests.
4. Ability to research legal issues, analyze complex factual situations considering general legal principles and the results of research, and prepare clear, concise written and verbal legal opinions.
5. Ability to communicate effectively with a diverse group of individuals, in and outside the legal profession, both orally and in writing, in both formal and informal settings.
6. Ability to support government contract litigation before the Armed Services Board of Contract Appeals, GAO, and the Court of Federal Claims.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
