Duties

Help
  • Develop occupational and explosives safety criteria, guidelines and standards for the activity.
  • Review and analyze accident and incident reports, standing operating procedures (SOPS), organizational and program documents, and all other information and regulations available.
  • Conduct special studies and investigation of hazardous situations or operational problems to determine origin, causes, and contributing elements.
  • Monitor the safety program to determine compliance with the policies and regulations and the need for corrective actions or areas where improvements can be made.
  • Provides leadership to the daily activities of lower graded safety specialists.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain a Secret Security Clearance.
  • Pre-employment and random drug testing is required.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.
  • Ammunition certification IAW AMC-R 350-4 is required within one year of appointment.
  • Army Civilian Training, Education, and Development System (ACTEDS) training is mandatory for personnel filling these positions.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes administering a safety and occupational health program for an installation/organization involved in ammunition/explosives operations or high risk heavy industrial operations. Advising on safety and occupational health policies and processes, interpreting and explaining laws, standards, policies and regulations to ensure organizational compliance. Advising management on safety violations and explain corrective measures to control or eliminate hazards detected. Independently performing risk assessments, on-site field surveys and accident investigations to determine causes and recommending corrective actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
