Summary

The incumbent serves as an administrative staff resource to the regional Mobile Prosthetic & Orthotic Care (MoPOC) program, which is a VHA Office of Rural Health Enterprise-Wide Initiative. The incumbent's duty station is at any approved MoPOC site within the VA enterprise. The incumbent's administrative responsibilities include planning, organizing, and coordinating the activities of the MoPOC clinicians under the direction of the MoPOC Program Manager.

Duties

Help

Duties include but not limited to:

  • The work requires knowledge of the operations, procedures, and techniques associated with the MoPOC program. The incumbent serves as the primary point of contact for patients utilizing MoPOC services within the local service area and manages clinical schedules across CBOC based, home-based, telephone-based, and telehealth-based settings.
  • The incumbent provides support, guidance, and assistance to one or more clinicians covering one healthcare system, including multiple CBOCs in a given area. This includes assistance with route planning, data collection, prosthetic device and component procurement, management of patient interactions for the coordination of care, maintenance of an inventory management system, coordination of vehicle maintenance services and tracking of clinician training schedules. Incumbent is responsible for managing mobile clinical scheduling using appropriate geo-mapping software to maximize efficiencies in route-planning.
  • The incumbent must build and manage several clinics electronically using existing administrative software tools, as well as coordinate the availability and management of clinical space for clinicians in multiple CBOCs, along with patient home visits and other off-site patient visits as needed (e.g., assisted living facility). Incumbent assists with implementation of VA Video Connect technology to facilitate telehealth appointments between clinicians and patients.
  • He/she communicates with appropriate purchasing staff to ensure smooth timely procurement of all purchases required by clinical staff. The incumbent will manage ordering, receiving, and ensures that field-based clinicians receive goods necessary for patient care (e.g., prosthetic parts), frequently by boxing and shipping medical goods.
  • The incumbent is an area point of contact for patients seeking mobile Prosthetic care or having other inquiries and will appropriately direct patients to appropriate levels of care or seek appropriate assistance in doing so. The incumbent must coordinate with VA travel for Veterans that require assistance in traveling to CBOCs to receive MoPOC care.
  • Incumbent will monitor clinical productivity by tracking numbers, types, length, and complexity of patient encounters, and will compile reports based on those activities. Incumbent must regularly review clinical mapping to ensure that provider workload is accurately captured, and he/she must use existing administrative tools to ensure that encounters are captured and correctly coded. Incumbent will produce recurring and/or canned reports on clinician workload. Incumbent ensures that the clinical staff adheres to applicable reporting requirements. Incumbent reviews protocols for collection data and provides recommendations as necessary to improve processes.
  • Incumbent plans and/or accomplishes special projects. The incumbent is responsible for the coordination and completion of projects which may include coordinating efforts for local MoPOC public relations opportunities, revising routes for local MoPOC staff in response to clinic usage data, or periodic follow-up for updating of SOPs and MoPOC policies. Incumbent is responsible for preparation of information requested for various oversight inspections such as for Joint Commission, OIG, ABC, etc. such as both internal & external policy, QI data, meeting minutes, and other required documents.
  • The incumbent is a point of contact for the local MoPOC program and must respond to, or appropriately refer, questions and concerns that will range from simple to complex in nature, from individuals within and outside the VA organization. The incumbent must provide accurate and appropriately detailed information about MoPOC, its functions and standard operating procedures, appropriately manage sensitive information, and communicate effectively with individuals with medical and non-medical backgrounds.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The incumbent may need to lift prosthetic supplies and components weighing up to 20 pounds several times per day.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

For GS-6

  • Specialized Experience: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
    • Ability to communicate well orally and in writing;
    • Ability to present information, gather information, make recommendations and coordinate with services/department;
    • Knowledge of the human anatomy and physiology;
    • Utilization of Microsoft Office;
    • Knowledge and experience in utilizing software suites for data collection, patient care, cost tracking, and for monitoring metrics.
For GS-7:
  • Specialized Experience: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Education

There is no educational substitution for the GS-06 and GS-07 levels.

Additional information

Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
