This is a Title 5 Civilian Position - You must be a United States Citizen in order to be eligible for this position.

As a Lead Airfield Operations Specialist (Title 5), GS-2150-11, you will perform the below duties:
Incumbent processes flight plans, conducting necessary research and/or queries in the coordination of scheduled flights. Conducts briefings to communicate information required by aviators, including status of navigational aids (NAVAIDs), Notices to Airmen (NOTAMs), weather information, bird and wildlife conditions, alerts and advisories, airfield/runway conditions and closures, construction hazards, closed areas, and other pertinent known traffic and airfield conditions. Utilizes military flight data telecommunications system to receive and transmit flight information between worldwide U.S. military base operations, Federal Aviation Administration (FAA), FSS and International Civil Aviation Organization (ICAO). Monitors radio navigational aids, maintains flight plan information for all aircraft movement, consisting of inbound, outbound, and local flights. Recommends alternate routes or other flight plan changes, as required. Provides aircrew advisory services, as well as pilot-to-dispatch advisory service through UHF, VHF, and FM radios. Initiates overdue aircraft actions. Initiates overdue aircraft actions. Activates airfield emergency response notification systems for aircraft incidents, accidents, weather warnings, and other emergencies. Relays airfield command and control information. Arranges for air or ground ambulance, fire trucks, rescue personnel, and other assistance, as required. Acts as crash control until relieved by higher authority. Directs and coordinates anti-hijack and anti-theft actions on the airfield. Initiates actions to meet any special requirements for arriving flights and flights carrying dignitaries require notification of certain organizations and individuals.
Assists the Airfield Operations Officer in the research and evaluation of airfield data, specific to airfield facilities, construction plans for the airfield, and changes/modifications to airfield construction projects and/or priority adjustments. Compiles data and conducts analysis to facilitate and continually improve airfield operations, to include information and management channels, programs, and devices. Coordinates with community activities and tenant units to resolve conflicts or issues that surface. Assists in the review of reports, airfield policies, and aviation operations, alerting Airfield Operations Officer to inconsistencies and potential airfield operational issues.
Participates in the scheduling of airfield activities with tenant and transient unit commands, requiring use of the airfield. Processes and approves/disapproves prior permission requirements (PPR), civil aircraft landing permits (CALPs), and Army aircraft landing authorization numbers (AALAN). As required, determines minimum liability insurance requirements and determines mission validity. Coordinates for Customs, Immigration, Homeland Security, and other inspections. Arranges appropriate priority for distinguished visitors (DV), passenger and crew transportation, and special security requirements for airfield arrivals and departures. Coordinates aircraft parking, hangering, passenger pick-up and delivery, and after-hours passenger manifesting.
Performs daily airfield inspections/checks for conditions, physical security, and force protection to ensure a safe airfield environment. Conducts inspections of runways, taxiways, aprons for discrepancies, foreign object debris, runway safety/clear zone violations, runway incursions, flightline driving program compliance, runway surface conditions, security, bird/wildlife hazards, construction activities, pavement conditions, and other items that pose a significant adverse effect to safe aircraft operations. Documents inspection findings and notifies appropriate agencies to resolve hazards or issues. Operates a government-owned-vehicle in the course of airfield inspections.
Lead Duties: Articulate and communicate to the team the assignment, project, problem to be solved, and deadlines and time frames for completion; Lead the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; provide training; monitor and report on status and progress of work; prepare reports and maintain records of work accomplishments and administrative information; approve emergency leave for up to three days; and intercede with the supervisor on behalf of the team to inform the supervisor of performance management issues/problems and to recommend/request related actions, such as assignments, reassignments, promotions, tour of duty changes, peer reviews and performance appraisals.

GENERAL EXPERIENCE: Applicant must have experience coordinating and maintaining liaison with military, federal, and local agencies concerning airspace utilization, flying operations, aircraft emergencies, search and rescue operations, and natural disasters.
SPECIALIZED EXPERIENCE: Applicant must have at least 18 months of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government? This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:
