Duties

Help

This position is located in Office of Inspector General (OIG), Immediate Office. The incumbent serves as a Senior Advisor to the Inspector General, providing expert advice and assistance to the Inspector General’s front office on a wide variety of complex issues, especially regarding the investigation of fraud, waste, and abuse in programs related to the Infrastructure Investment and Jobs Act, also known as the IIJA. 

Responsibilities

This position is designated as a “Primary Position” pursuant to 5 CFR 842.802. Primary duties mean those duties of a position that: (a) Are paramount in influence or weight; that is, constitute the basic reasons for the existence of the position; (b) Occupy a substantial portion of the individual's working time over a typical work cycle; and (c) Are assigned on a regular and recurring basis. 

Persons serving in this position are covered for purposes of law enforcement retirement by 5 USC 8336 (c).

The ideal candidate will perform the following duties:  

  • Provides technical advice and subject matter expertise to the Inspector General (IG) and other senior leaders regarding audits, inspections, evaluations, investigations, and other matters;
  • Advises the IG's front office on relations with the EPA, CIGIE, Congress, and law enforcement partners regarding infrastructure matters. Develops strategy and programs for improving and maintaining strong relationships with the OIG’s stakeholders;
  • Establishes program objectives and strategic objectives to support the mission and identifies required resources to promote OIG priorities, initiatives, and goals. Develops short- and long-range plans for IIJA program effectiveness and efficiency;
  • Maintains strong working relationship with key law enforcement partners;
  • Analyzes the most serious management and performance challenges facing the OIG based on EPA OIG oversight work, research, and judgment.

Criminal Investigators - Special Provisions 

Medical Requirements: You must be found to be physically fit by an authorized government physician to perform strenuous and physically demanding duties. 

Age Requirements: You must be at least 21 years of age and not older than 36 at the time of appointment. In accordance with PL 100-238, this position is covered under law enforcement retirements provisions; therefore, you must be appointed before reaching your 37th birthday unless you presently serve or have previously served in a Federal civilian law enforcement retirement-covered position. 

Law Enforcement Training: You must have successfully completed and passed Federal Law Enforcement Training Center's Criminal Investigator training program (CITP), OR an equivalent and recognized federal law enforcement training program.  

You must carry and regularly qualify with an agency issued firearm. Lautenberg Notice: Title 18 USC, Section 911 (g), automatically disqualifies anyone who has been convicted of a misdemeanor crime of domestic violence from being appointed to this position. You must not have been convicted of a felony crime. 

Work Schedule: The hours are long and irregular. You must be available at all times, to include holidays. You may also be sent on extended temporary duty station assignments away from your assigned office. You may be reassigned to different duty locations throughout the U.S. based on the needs of the Agency. 

You must have a valid driver's license and be able to operate a government-owned or leased motor vehicle. 

You will be required to obtain and maintain a top-secret security clearance. 

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

GS-15: 

1) Expert of the civilian Federal laws, policies, and regulations of an administrative field sufficient to apply new theories and developments to problems not susceptible to treatment by accepted methods, and make decisions or recommendations that significantly change, interpret, or develop major public policies or programs;

2) Utilize a wide range of methods for the assessment and improvement of complex programs, processes, and systems;

3) Plan, organize, and implement programs, plans, and proposals involving substantial agency resources, or that require extensive changes in established procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
