Summary

The Under Secretary of Defense (Comptroller) (USD(C)/Chief Financial Officer (CFO) of the Department of Defense (DoD) is responsible for carrying out the functions assigned by Title 10, United States Code, section 135. USD(C) also is responsible for ensuring that the utmost efficiency is applied to the Department's acquisition programs through sound business management and effective fiscal planning. The DCFO also develops and interprets Defense-wide finance and accounting policies.

Duties

Help

Incumbent typical work assignments may include the following:

  • Identifies, develops, and negotiates necessary changes to DoD and external policies and regulations impacting DoD financial reporting and financial management policies.
  • Analyzes, develops, and documents the DoD-wide and Consolidation Entities Financial Statements for consistency and policy compliance to ensure financial integrity of the Department's financial reports for the DoD during its consolidated audit.
  • Supports the development, publishing, and interpreting of DoD-wide financial management policies and regulations to improve auditability of DoD Consideration Entities Financial Statements.
  • Supports the technical interpretation and execution of internal and external financial management regulations to accelerate DoD strategies and compliance with authoritative guidance.
  • Supports the consolidation of the DoD-wide Agency Financial Report, including writing technical accounting policies for the public, communicating the DoD strategy, and adjudicating stakeholder comments.
  • Prepares and presents briefings and project milestones to senior executives.

Qualifications

In accordance with Department of Defense (DoD) Instruction 1300.26, "DoD Financial Management Certification Program (DFMCP)", this position requires a Level 2 Certification at the GS-12/13 grade level and a Level 3 Certification at the GS-14/15 grade level. If not already assigned certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. FM workforce members may also present and maintain one of the following five professional certifications to meet any of the three DFMCP certification levels: (1) Certified Defense Financial Manager (CDFM) (Continuing education required: 80 hours every 2 years); (2) Certified Government Financial Manager (CGFM) (Continuing education required: 80 hours every 2 years); (3) Certified Information Systems Auditor (CISA) (Continuing education required: 120 hours every 3 years); (4) Certified Management Accountant (CMA) (Continuing education required: 30 hours every year); (5) Certified Public Accountant (CPA) (Continuing education required: 120 hours every 3 years). To satisfy the DFMCP certification requirement using one of the five professional certifications listed above, FM workforce members must be in an active and current status.

Basic Requirement:


A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Time in Grade:
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.
For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service.
For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or higher grade in the Federal Service.

Specialized Experience:
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.

Specialized experience is defined as assisting with developing accounting and financial management concepts, principles, practices, processes, and methods sufficient, but not limited to impacts to the financial statements related to authoritative guidance; reviewing for accuracy, identifying discrepancies, and developing recommendations for necessary corrections to financial data; and presenting programmatic and financial information and ideas and recommendations to senior executives.

For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.

Specialized experience is defined as independently advising on and developing accounting and financial management concepts, principles, practices, processes, and methods sufficient, but not limited to impacts to the financial statements related to authoritative guidance; analyzing, reviewing for accuracy, identifying discrepancies and interpreting implications, developing recommendations, and ensuring the necessary corrections are made to financial data; advising, communicating and presenting programmatic and financial information and ideas and recommendations to senior executives in a logical manner utilizing various presentations and writing skills; developing sections of an Agency Financial Report that includes collaboration with internal and external stakeholders within time constraints, and conducting analysis and oversight of financial statements and reporting requirements.

For the GS-15, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-14 grade level in the Federal service, or comparable in difficulty and responsibility to GS-14 if outside the Federal service.

Specialized experience is defined as independently advising and developing accounting and financial management concepts, principles, practices, processes, and methods sufficient, but not limited to impacts to the financial statements related to authoritative guidance; analyzing, reviewing for accuracy, identifying discrepancies and interpreting implications, developing recommendations, and ensuring the necessary corrections are made to financial data; advising, communicating and presenting programmatic and financial information and ideas and recommendations to senior executives in a logical manner utilizing various presentations and writing skills; developing sections of an Agency Financial Report that includes collaboration with internal and external stakeholders within time constraints; conducting analysis and oversight of financial statements and reporting requirements; and developing and monitoring short and long-range goals, objectives, policies, and priorities to effectively execute accounting and financial management program objectives and plans.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

There is no substitution of education for the qualifying experience at the GS-13,14, or 15 grade level.
