Summary

The primary purpose of this position is to provide legal advice to the Director, Legal Services, United States Country Representative - United Kingdom (USCR-UK), the USCR-UK, US wing and installation commanders within the UK, as well as senior positions at Geographically Separated Units, their staffs, and other subordinate and tenant leadership positions in the highly specialized and professional fields.

Duties

Help

  • Responsible for the application, implementation and dissemination of US Government policies and directives pertaining to Article VII of the agreements regarding the Status of Forces of Parties to the North Atlantic Treaty in the United Kingdom, to include the exercise of foreign criminal jurisdiction over US Force personnel in the UK and elsewhere throughout the USCR-UK area of responsibility.
  • Renders legal opinions on national and international matters which affect or relate to the authority, prerogatives and policies of US Force, activities and commanders, as well as the personal status, rights and obligations of military and civilian personnel and their dependents while stationed in or transiting through the United Kingdom.
  • Responsible for the application, implementation and dissemination of US Government policies and directives in relation to environmental protection, environmental and health and safety law. Applies and implements legal documentation and renders extremely complex and unique opinions and decisions for the whole of the UK and other USCR-UK areas of responsibility.
  • Advises on the negotiation of agreements and arrangements with the host government consistent with the rights and privileges accorded to the US Force under the NATO Status of Forces Agreement.
  • Coordinates with staff members in the Office of the Staff Judge Advocate, and with members of other staff agencies. Coordinates with Staff Judge Advocate staff to ensure awareness of national policy, international agreements, understandings and established procedures which may affect the legal issues which fall within their areas of responsibility.
  • Acts as US trial observer in trials of US personnel tried in British Courts for criminal offenses. Examines, reviews and renders legal decisions on agreements and arrangements with the United Kingdom Government for services, supplies, and equipment.

  • Mobility is a condition of employment. The employee must sign an Air Force wide mobility agreement
  • May be assigned other duties not described in this position description, but that are appropriate to the grade and skill set of the employee

Qualifications

GENERAL REQUIREMENTS:

  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
  • In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Comprehensive knowledge of applicable rules, instructions, policies, regulations governing international treaties and agreements, and environmental law. Knowledge of difficult legal or factual questions pertaining to international and environmental law.
  2. Knowledge of rules, instructions, policies, regulations governing civilian personnel law. Knowledge of BEO rules and procedures in discrimination complaint cases.
  3. Knowledge of legal assistance program rules and responsibilities. Knowledge of the requirements, rules, and procedures of government contracts.
  4. Ability to interpret, understand, and render opinions regarding government contract information. Ability to draft a variety of legal documents for clients/customers.
  5. Ability to express ideas, opinions, and thoughts both orally and in writing. Ability to participate in training sessions and/or present information on areas of expertise.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Conditions of Employment:
  • Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
  • In view of the novelty, variety, complexity and obvious importance of the legal issues which incumbent is called upon to resolve, the incumbent must not only be a member in good standing of a US State Bar or equivalent host nation Bar Association, but must also, over and above the normal qualifications of an attorney-at-law, possess legal training, extensive experience and high attainment in the specialized fields of national, international, and comparative law, Conflicts of Law, environmental law, health and safety law (both US and international), and Military Jurisprudence

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
