Duties

Help

The Program Analyst:

  • Provides advice, support, and assistance to ODAPC leadership, ODAPC, OA program managers, DOT counsel and other federal agency personnel on the impact of various policies developed by the incumbent and recommends implementation or modification of these policies.
  • Drafts policies and procedures and assists with drafting regulations related to the implementation of the drug and alcohol testing requirements mandated by Congressional statute (Omnibus Transportation Employee Testing Act of 1991) across the whole transportation industry at the national and international level.
  • Aids in developing policies and procedures for monitoring the OAs’ and the transportation industries’ implementation of the drug and alcohol testing program and ensures that the implementation is compatible with the Department’s and the private sector’s organizational structures, functions, and goals, and causes minimum disruption of operational services provided to the public.
  • Recommends effective methods on coordinating the efforts of all the OA's to implement and comply with the drug and alcohol statutes and regulations and provide channels for dissemination of the latest technological and methodological information to the OAs and the transportation industry at the national and international level to enhance implementation and compliance.

The ideal candidate is a highly motivated and innovative candidate with a background in drug and alcohol treatment programs, drug and alcohol counseling, drug and alcohol counselor credentialing requirements, and at least 5 yrs being a DOT qualified Substance Abuse Professional. You must have excellent writing skills for authoring regulations, policies, and advisory documents. You must also possess strong verbal abilities to explain everything from basic to complex topics. You must be able to work cooperatively as part of a team of experts and communicate well. Knowledge of DOT drug and alcohol testing regulations is recommended.

CONDITIONS OF EMPLOYMENT:

  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. 

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience with the use of policies and procedures for monitoring and providing oversight of transportation industry drug and alcohol programs.
  • Experience with drafting rule-making documents, including regulatory language, preamble language, and economic analyses.
  • Experience in the field of substance abuse counselor credentialing and counseling and treatment programs.

Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
