THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION

The primary purpose of the ELECTRONICS TECHNICIAN (ATCALS), GS-0856-11, is to provide technical expertise to maintain and certify Air traffic Control and Landing Systems (ATCALS). This includes performing investigation, analysis, diagnosis, testing, tuning, correction, optimization, alignment, and verification/certification to ensure continuous and reliable operation of air traffic control and landing and communication systems.

  • Participates in the installation, modification, and final testing of all newly installed Air Traffic Control Squadron, Airfield Systems Flight and weather equipment. Repairs or replaces components, tunes, adjusts, and aligns equipment.
  • Provides technical guidance, training, and assistance to other technicians and conducts on-the-job (OJT) training to apprentices in all phases of work. Certifies task qualifications and schedules task training.
  • Diagnoses cause of equipment degradation and malfunctions through application of electronic theory, system analysis, use of test equipment, schematics, wiring diagrams, and mathematical analysis. Troubleshoots equipment to localize, isolate, and accomplish necessary repairs.
  • Collaborates with FAA flight inspection personnel regarding in-flight and/or ground check tolerances and makes on-the-spot determinations as to what actions to take to return system(s) to operable condition. Provides advice to supervisor on significant issues and problems related to work accomplishment. Develops and recommends changes in procedures and technical instructions.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Qualifications

ELECTRONICS TECHNICIAN (ATCALS), GS-0856-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience certifying assigned systems and sub-systems to ensure compliance with established standards and safety requirements; Experience ensuring systems are operating at peak efficiency with minimum interruptions by performing optimization, analysis, periodic testing, and corrective procedures; Experience performing flight check inspections and joint acceptance of newly installed equipment and/or major modifications to the system(s). Experience providing technical consultant to determine whether systems are operationally acceptable and safe within the prescribed standards and tolerances for air traffic control and air navigation.
