At the full performance level, major duties include:

  • Performs analysis, design and development of enterprise information management services and capabilities, including; Conceptual/Logical data model design, data integration and consolidation, data architecture creation, analysis and evaluation of data and information requirements for new applications, and data security and access consultation with development staff.
  • Leads in the support and development of data design, management and implementation services, and documentation as outlined in the Systems Development Life Cycle (SDLC).
  • Determines technological impact resulting from adoption of approved information systems standards.
  • Initiates necessary corrective actions to comply with standards.
  • Prepares briefings and recommendations to management in the areas of information systems standardization.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.  Additional qualifications information can be found here.
To qualify for the CG-13, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service.  
Specialized experience is defined as at least one of the following:
1. Developing data dictionaries, data models, and metadata repositories.
2. Creating data governance documents and processes that support discoverability, business needs, and privacy/security.
3. Leading IT projects that included agile application development, data warehouse development, implementing data catalog and cloud-based technologies.
To qualify for the CG-14, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service.  
Specialized experience is defined as experience coordinating, planning and assigning workload to teams members as well as at least one of the following:
1. Developing data dictionaries, data models, and metadata repositories.
2. Creating data governance documents and processes that support discoverability, business needs, and privacy/security.
3. Leading IT projects that included agile application development, data warehouse development, implementing data catalog and cloud-based technologies.

At each grade level you must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:

• Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

• Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

If selected, you may be required to serve a probationary period.

Selectee(s) for this position will be required to report to their duty station office at least 1 day per pay period beginning January 2, 2024, and at their supervisor’s direction to support mission and project needs. In person reporting requirements are expected to increase in July 2024.

1. Knowledge of data standards, governance, architecture, methodologies, concepts and tools to effectively develop and manage data management and data catalogue capabilities and resources.

2. Knowledge of Agile Delivery Methodology / System Development Life Cycle to support team’s execution of agile ceremony such as agile development following time-boxed sprints, sprint demos, sprint retrospectives, sprint planning, and backlog grooming.

3. Skills in defining, adopting, and analyzing data standards.

4. Ability to communicate orally.

5. Ability to communicate in writing.
