Help
  • Serves as a Child and Youth Services (CYS) Assistant Director of a Level 4 (very-large to mega size)CYS Program with responsibility of assisting the supervisor in the operation of an assigned CYS program with all applicable regulations and standards.
  • Provides program oversight and accountability for the performance of assigned staff and the safety and well being of children and youth in accordance with Department of Defense, Army and local policies and standards.
  • Supervises and evaluates employees based on established performance standards as required. Provides appropriate staff professional recognition and/or disciplinary action.
  • Assists supervisor in developing program budget, and manages assigned program areas to budget. Conducts written analyses of budget variances and prepares justification for funding of program resource requirements.
  • Works cooperatively with other CYS Managers to ensure seamless service and continuity of quality options for all children and youth. Serves as member of the CYS Program Plan Team to develop written strategies for program improvement.

  • Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations in accordance with current Army and DoD policy including annual influenza vaccinations.
  • A one year probationary period may be required (either initially or upon conversion, if applicable).
  • Successful completion of annual training requirements within the prescribed time frame and demonstrated on the job competence is required.
  • May be subject to an irregular hours, evening and or weekends.
  • Satisfactorily complete an employment verification (E-Verify) Check.
  • Travel to on and off post locations required.
  • Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Child Care Tier 1 background investigation.

Qualifications

1. Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate to the position, which directly relates to the appropriate CYS field consistent with:- For positions in Child Development Facilities:The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled.- For positions in Youth Facilities:The education must have been in youth development, youth administration, education, home economics, physical education, elementary education, special education or other fields appropriate to the position to be filled.2. In addition to the basic requirements stated above the following is required:

  • 12 months of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position to be filled.
  • Experience in managing an entire cycle of operation of an early childhood program, including budgeting; facility management; supply management; program development; implementation; selection, training, and supervision of personnel; and curriculum oversight.
  • The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
  • Comprehensive oral and communications skills and analytical writing skills.
  • Ability to present ideas and proposals to a variety of audiences.

In addition to the qualifications listed above, highly preferred candidates will possess the following and will be sent first for consideration:
  • 2 years experience managing a DoD childcare facility/program.
  • 1 year experience working in a School Age Care (SAC) program (with children in grades 1-5).

PCS Costs
  • Payment Permanent Change of Station (PCS) costs may be authorized, based on a determination that a PCS move is in the Government's interest.
Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
  • Incentives will not be paid.
Non-Foreign Overseas Allowances
  • Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
Overseas Employment Eligibility
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • In NATO countries employment of non-U.S. citizens under U.S. conditions is restricted by the NATO SOFA to individuals who are nationals of a NATO country. These individuals may not be employed under U.S. employment conditions in the country of their citizenship.
