Duties

Help
  • The specialist serves as a rangeland resource consultant to the Field and/or District management team, land users, and interested publics.
  • The employee reviews range permit applications to ensure compliance with appropriate federal law.
  • The incumbent processes protests and appeals, prepares casework in preparation for hearings, and appears as an expert witness when necessary.
  • Develops, maintains and revises planning documents in the district/field office for the range program in accordance with established Bureau planning schedules.

Qualifications

For GS-09: In addition to meeting the basic education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples:

  1. Conducting conventional scientific and natural resources management tasks, such as range inventories and studies utilizing the ecological behavior of grasslands, pasture lands, savannas, shrub lands, riparian properties, deserts, meadows and/or coast marshes to everyday work situations.
  2. Gathering data, analyzing, interpreting and/or evaluating results to prepare recommendations for management action.
  3. Providing resource management coordination and information to other resources specialist in a team setting.
  4. Researching, collecting, verifying, interpreting, and analyzing a variety of directives, regulations, and information to assist with the preparation of recommendations for management action.
  5. Writing technical reports and evaluations.

Two years of progressively higher-level graduate education leading to a master`s degree or master`s or equivalent graduate degree in the field of rangeland management or directly related fields of study.

Have an equivalent combination of the type and level of experience and education described above. Only graduate level education in excess of the first year of may be combined with experience.

For GS-11: In addition to meeting the basic education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples:

Determining approaches and solutions using professional knowledge or experience of range management operations such as resolving grazing administration issues, developing allotment plans, and serving as principal contact and negotiator for rangeland issues within multiple-use-management areas.

Three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in the field of rangeland management or directly related fields of study.

Have an equivalent combination of the type and level of experience and education described above. Only graduate level education in excess of the first two years may be combined with experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Physical Demands: The work is sedentary but may occasionally require some physical exertion such as walking over rough, uneven, or rocky surfaces and exposure to extreme temperatures. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas.

Work Environment: Work is performed in the office and field locations under a variety of topographic and climatic conditions.

Education

This position has an individual occupational requirement. In order to qualify, you must meet one of the below:

1. Degree: range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows:

  • Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning.
  • Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.
  • Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management.

2. Combination of education and experience: at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown in A above, plus appropriate experience or additional education.
