You will prepare and review Environmental Assessments (EAs)/Overseas EAs (OEAs) and Environmental Impact Statements (EIS)/Overseas EISs (OEISs) for proposed operations, training, homeporting/home-basing actions.
You will prepare and review Environmental Assessments (EAs)/Overseas EAs (OEAs) and Environmental Impact Statements (EIS)/Overseas EISs (OEISs) for proposed shore infrastructure projects.
You will review Navy shore facilities planning documents (master plans, capital improvement plans, special studies, construction and repair projects and site approval request).
You will provide environmental planning consultation services, professional guidance and general assistance regarding NEPA and environmental compliance for proposed military operations, exercises, construction projects and force alignments.
You will serve as contract COR and/or CTO COR for complex AE contracts for environmental planning services.
You will mentor GS-12 and below co-workers regarding Navy and Marine Corps compliance with NEPA.
You will lead an individually chartered team to complete NEPA documents.
You will represents the Navy in meetings and conferences with DOD senior leadership, activity personnel and elected/appointed officials at local, regional, state and federal levels.
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications
For 819 Environmental Engineering Series only: This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: you must possess current registration as a Professional Engineer (PE) in any state, District of Columbia, Puerto Rico or Guam. You must provide a copy of your current registration with your application.
In addition to the Basic Requirements and Selective Placement Factor (if applying for 819 series), your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Overseeing the application of National Environmental Policy Act (NEPA) and related environmental programs for an organization;
Reviewing NEPA documentation, including Record of Categorical Exclusions (RCEs), Environmental Assessments (EAs) and Environmental Impact Statement (EISs) for various actions; and
Applying knowledge of a wide range of theories, principles, concepts, practices, standards and methods of natural resources management, biological and physical sciences in managing the NEPA program for an organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You have a combination of education and experience where you have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one (1) year of work experience in community planning acquired under the supervision and guidance of a community planner.

You have a combination of education and experience where the courses were equivalent to a major in community planning , urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

PHYSICAL DEMANDS
