Duties

Help
  • You will prepare and review Environmental Assessments (EAs)/Overseas EAs (OEAs) and Environmental Impact Statements (EIS)/Overseas EISs (OEISs) for proposed operations, training, homeporting/home-basing actions.
  • You will prepare and review Environmental Assessments (EAs)/Overseas EAs (OEAs) and Environmental Impact Statements (EIS)/Overseas EISs (OEISs) for proposed shore infrastructure projects.
  • You will review Navy shore facilities planning documents (master plans, capital improvement plans, special studies, construction and repair projects and site approval request).
  • You will provide environmental planning consultation services, professional guidance and general assistance regarding NEPA and environmental compliance for proposed military operations, exercises, construction projects and force alignments.
  • You will serve as contract COR and/or CTO COR for complex AE contracts for environmental planning services.
  • You will mentor GS-12 and below co-workers regarding Navy and Marine Corps compliance with NEPA.
  • You will lead an individually chartered team to complete NEPA documents.
  • You will represents the Navy in meetings and conferences with DOD senior leadership, activity personnel and elected/appointed officials at local, regional, state and federal levels.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Occasional overtime may be required.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Facilities Engineering Career Field Level 2. Certification is required within 24 months of appointment.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a bargaining unit position.
  • Those applying for the Environmental Engineering (0819) series must hold a Professional Engineering (PE) license as outlined under the Qualifications section.

Qualifications

For 819 Environmental Engineering Series only: This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: you must possess current registration as a Professional Engineer (PE) in any state, District of Columbia, Puerto Rico or Guam. You must provide a copy of your current registration with your application.

In addition to the Basic Requirements and Selective Placement Factor (if applying for 819 series), your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  1. Overseeing the application of National Environmental Policy Act (NEPA) and related environmental programs for an organization;
  2. Reviewing NEPA documentation, including Record of Categorical Exclusions (RCEs), Environmental Assessments (EAs) and Environmental Impact Statement (EISs) for various actions; and
  3. Applying knowledge of a wide range of theories, principles, concepts, practices, standards and methods of natural resources management, biological and physical sciences in managing the NEPA program for an organization.

Applicants for the Community Planning (0020 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

You have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

OR

You have a combination of education and experience where you have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one (1) year of work experience in community planning acquired under the supervision and guidance of a community planner.

OR

You have a combination of education and experience where the courses were equivalent to a major in community planning , urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. OR

Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Applicants for the Physical Science (1301 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

You have successfully completed a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

You have a combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Additional information

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

A 40 hour work week is typical for this position.

PHYSICAL DEMANDS
Work is primarily sedentary and consists of office related activities including long periods of sitting, standing, walking and operating telephones, audio-visual equipment and computers. The work involves occasional field visits/surveys where there can be considerable walking, bending, and climbing to get in and out of sites and make observations, and lifting of loads less than 20 pounds.

WORK ENVIRONMENT
Work is in an office equipped with adequate ventilation, air conditioning, heating, light and toilet facilities. The employee is not exposed to hazardous substance or environments in the performance of duties. Work is sometimes conducted in the field under non-hazardous conditions.

This position is covered by the Department of Defense Priority Placement Program.
