Summary

This position is located in the United States Department of Agriculture (USDA), Office of the Assistant Secretary for Civil Rights (OASCR) and reports to the Associate Assistant Secretary for Civil Rights.

This position serves as USDA's Language Access Coordinator, responsible for serving as a policy expert and advisor providing civil rights and EEO policy and technical support to Agency leadership on all aspects of Limited English Proficiency (LEP) obligations.

Duties

Help
  • Develop an initiative on language access with special emphasis on knowledge of Departmental and Agency Policies, Rules and Regulations, Civil Rights Laws, Department of Justice guidance, to ensure LEP individuals have equal access.
  • Lead the implementation and regular review of the USDA Language Access Program (LAP) and supports the implementation and review of agencies and offices’ language access plans.
  • Streamline access to, and oversee the expansion and centralization of, language assistance services within the Department to improve agency/office access for interpreting and translation services.
  • Develop and promote internal guidance, resources, and materials to expand language access across the Department.
  • Research and incorporate innovative approaches to engage, collaborate with, and serve individuals with LEP from a people-centered approach.
  • Facilitate Department-wide engagement with external stakeholders to strengthen access to USDA and other government services by individuals with LEP.
  • Create presentations for varying audiences, develop and communicate strategies, and make recommendations on program/legislative issues.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

At the GS-14 level:
Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience 1) Authoring and promoting internal guidance, resources, and materials to expand language access across the Department 2) Researching and incorporating innovative approaches to engaging, collaborating with, and serving individuals with Limited English Proficiency (LEP) 3) Facilitating Department-wide engagement with external stakeholders in private or public sector organizations and 4) Developing presentations to varying audiences to communicate strategies, and make recommendations on program/legislative issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
