Duties

Help
  • You will be responsible for providing direct support to the Staff Judge Advocate (SJA) on a variety of legal and policy issues.
  • You will manage the Ethics Program for the Command by serving as the administrative Program Manager.
  • You will perform legal research and analysis, make recommendations and propose solutions on a variety of complex matters.
  • You will independently perform in-depth, timely and accurate research and analysis on matters.
  • You will serve as the point of contact for Legislative Affairs providing advice and coordinating information for the SJA that will be used by the Command to make decisions on legislation and issues before the U.S. Congress.
  • You will provide subject matter expertise and guidance in developing advice, recommendations, solution management on Congressional policy making, operations, Congressional life cycle and Congressional relationship management.
  • You will work closely with the SJA and Public Affairs Office (PAO) as the points of contact for all matters pertaining to congressional interaction with Fleet Cyber Command, TENTH Fleet, Joint Force Headquarters-Cyber, and Navy Space command.
  • You will plan and coordinate Congressional Visits by identifying and defining major issues, reviews appropriate source material and coordinate the preparation of briefing materials.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:

-Experience interpreting, explaining and presenting, orally and in writing, relevant findings and conclusions using appropriate language, legal reasoning, and organization of facts and ideas.
-Experience applying ethics laws and policies to manage an Ethics Program.
-Experience researching and advising upon new, pending, or existing legislation that affect policy and/or procedural adequacy.
-Experience demonstrating organizational and interpersonal skills sufficient to communicate with staff and internal and external stakeholders.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, info cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

This position is in the excepted service and does not confer competitive status.

In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.
