Duties

Help

Major responsibilities include:

  • Providing senior-level advice and consultation to the Director to collaborate and participate in the planning, development, implementation, and integration of NCI scientific programs and policies. Prepares the Director for meetings, testimonies, briefings, and conferences.
  • Providing oversight on a broad range of cancer research programs, issues, and projects to ensure a central focus and integration of strategic goals of critical concern to NCI and NIH.
  • Working closely with the Director and Deputy Directors in setting, executing, and accomplishing NCI priorities. Ensures that the Director's decisions are carried out effectively and efficiently throughout the Institute.
  • Serving as the main point of contact for the Director with NCI and NIH officials, staff, and external stakeholders, and acts as the Director's authorized representative as needed.
  • Undertaking highly complex and sensitive activities on behalf of the Director involving issues that have major implications for NCI or NIH programs and mission responsibilities.
  • Leading or participating in top-level Institute, Agency, departmental, and inter-agency discussions and decision meetings on policy and program development.
  • Directing the preparation of broad-ranging policy documents and materials provided to the NCI Director and other senior NCI staff.
  • Establishing strong working relationships with senior executives, members of the leadership team, and any other influential decision-makers and functions as the primary negotiator with other senior executives in carrying out the programs and responsibilities of the Institute.

Qualifications

Minimum Education Requirement: You must possess a Bachelor's or graduate/higher level degree in a major study in an academic field related to the medical field, health sciences, or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Additional Requirement:
In addition to meeting the Minimum Education Requirement, you must must possess experience at the senior level (GS-14/15 level or equivalent) in the following job-specific Professional/Technical Qualifications (PTQs). The PTQs measure the technical expertise required by this position and must be addressed within your five-page resume. It is recommended that corresponding PTQs be annotated in parenthesis within your five (5) page resume.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs) (Mandatory):

  1. Demonstrated experience serving as a senior consultant or principal advisor providing scientific expertise, advice, and counsel to the Director of an organization on the management and administration of cancer research and/or other public health programs, activities, and issues.
  2. Experience applying scientific knowledge and expertise in cancer and/or other public health research and related biomedical and/or complex research areas to provide strategic oversight, resource planning, program development, implementation, and analysis for cancer and/or public health research programs, policies, projects, and initiatives of a biomedical and/or complex research organization.
  3. Demonstrated experience applying advanced communication skills, including extensive collaboration, coordination, and negotiation skills, to be able to manage internal and external communications for the Director of a biomedical and/or complex research organization.
  4. Demonstrated senior-level experience showing a commitment to building strong working relationships that advance diversity, equity, inclusion, and accessibility.
