Summary

The primary purpose of this position is to provide administrative and program support and expert guidance to Gallery employees at all levels including Executive and Senior Level Officials and other managers on travel planning and preparation, and use of the Gallery’s Automated Travel and Expense Reimbursement System (ATERS) ConcurGov, supporting the Gallery’s travel mission and reimbursement program.

Duties

Help

The incumbent will:

  • Serve as the National Gallery of Art’s  primary point of contact on domestic and international travel. As the Gallerys subject matter expert, the employee provides technical guidance to the ASD Chief and Deputy Chief, Gallery staff including executive and senior level officials, contractors, and visitors on government related travel activities.
  • Provide day-to-day travel services to Gallery travelers on official business.
  • Verify availability of funds in the Oracle system for travelers and assists with developing itineraries staying within the traveler’s allotted funding and within Gallery travel guidelines.
  • Complete reviews and audits of travel authorization documents to ensure travel mode and entitlements are proper and accurately reflect travelers’ itineraries.
  • Verify per diem calculations for meals, incidental and lodging expenses.
  • Ensure compliance with federal and Gallery travel regulations and policies as they apply to the Gallery's mission and programs.
  • Prepare draft Gallery circulars, manuals, user guides and advisories on Gallery travel policies and procedures for supervisor’s review and approval.
  • Monitor travel patterns and provides to supervisor, suggestions for consolidation of trips, increased automation, and other administrative processing procedures to meet future budgetary and other Gallery needs.
  • Maintain a variety of travel reports obtained from the automated Travel an Expense Reimbursement System.
  • Assist travelers with using the Automated Travel and Expense Reimbursement System to obligate funding in the Financial Management System (FMS)-Oracle. Ensures adequate availability of funds and coordinates with department budget points of contact if needed to resolve funding problems.
  • Approves Travel Authorizations timely and in accordance with the Gallery's travel policies and procedures. Monitors obligated travel funds against the available financial reports and data.
  • Provide traveler, department supervisor, and budget officials the status of unused travel funds. De-obligates unused travel funds after approval is obtained.
  • Maintain travel and related files and records accurately and timely for easy access and in accordance with Division policies.
  • Research and compiles Gallery travel and travel related activity statistics and reports. Compiles travel related invoices and documentation each month that supports the charges to the Gallery corporate travel card for the reconciliation process.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for GS-0301-11.

Candidates must possess at least one year of specialized experience, equivalent in responsibility to the federal GS-11 level, analyzing administrative processes for an employer, to include employee travel, building services, employee training and drug/alcohol testing.

  • Must have thorough and extensive knowledge of the federal travel regulations, NGA policies and guidelines.
  • Knowledge of the business travel industry to include methods of reserving and purchasing airlines, hotels, rail, and rental car services.

  • Must have knowledge of the Gallery's Financial Management System (FMS) Oracle, and the ability to use the appropriate user screens to retrieve, review, edit and process travel requisitions into purchase orders; obligate and de-obligate travel funds, and retrieve administrative reports.
  • Must be knowledgeable in the use of a variety of software programs and systems such as MS Word, Excel, Oracle, and Access, databases.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration under merit promotion procedures.
