Duties

Help
  • Serve as the Information System Security Manager (ISSM) for USAWC and as the Cybersecurity Advisor for the Army War College Commandant.
  • Implement and maintain the organization's Information Assurance (IA) and Cybersecurity Program to safeguard the confidentiality, availability, and integrity of sensitive and classified information.
  • Deliver well-researched and pertinent guidance to the USAWC CIO and command staff on cybersecurity and information systems security matters.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • This position has been designated as IAM Level III IAW DoD 8570.01M with full access to all Classified and Unclassified networks.
  • Position may require incumbent to be on-call after normal duty hours.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience Statement: Specialized experience is defined as work that involves: 1) Conducting detailed analysis of security requirements for new systems or modification to existing systems; 2) Designing security solutions and recommending countermeasures to mitigate risks; AND 3) Recommending changes to meet evolving cybersecurity requirements as they apply to existing systems and servers.This definition of specialized experience is typical of work performed at the next lower grade (GS-12).

In addition to meeting the above specialized experience requirement, applicants applying to this position must have specialized experience that includes, or was supplemented by, information technology related experience which demonstrates each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Selective Placement Factor: In addition to meeting the above qualifications, this position has the following selective placement factor which must also be met prior to employment and for continued employment: This is an Information Assurance Workforce Improvement Program position. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M. This position requires the incumbent to have successfully completed an IAM III Certification CISSP (or associate) or CISM or GSLC or CCISO. (NOTE: Selectee will be required to provide proof of meeting selective placement factor prior to appointment.)
