JOB TITLE:  Business Analyst  
BUSINESS TITLE: Business Operations Management Specialist
FLSA: Exempt
JOB SERIES: 1101                       PAY LEVEL:  NF-04


INTRODUCTION:
Incumbent reports directly to the Chief Business Officer (CBO), Business Operations Branch, Marine Corps Community Services (MCCS) Division, Marine Corps Base (MCB) Camp Butler.  Incumbent serves as an assistant to the CBO regarding a variety of executive-level technical and administrative matters related to efficiency and productivity of MCCS business programs and activities.  Incumbent will supervise a staff of admin specialists and supply techs for the entire Business Operations branch.  

Serves as the principal conduit through which the CBO remains current on the full spectrum of MCCS business program reporting requirements, briefings, meetings, dates and schedules, as well as developing the correspondence or briefing slides required.

DUTIES AND RESPONSIBILITIES:   
Oversees Business Administration which includes but not limited to all Contract Labor Delivery Orders, financial management and tracking, and the Business Redistribution program.  

Incumbent will research, analyze, evaluate, and develop methods that will effectively centralize all data reporting requirements across Business Operations within MCCS.  Analyzes and evaluates issues that are typically diverse in nature, requiring input from various business operating activities.  Compiles necessary data through research and/or from available resources; analyzes information and then produces comprehensive reports, charts, and briefing slides.

Advises and coordinates with Business Operations management and external agencies regarding report requirements, timelines, and the implication of significant changes on reporting content or submission deadlines.  Provides sound, mature, operational advice and recommendations to the CBO on the credible orchestration of events, reporting activities, issues, and/or program activities.

Consolidates staff inputs for various topics that are due to the CBO, Executive Office and higher headquarters.  Responds to and develops a variety of executive-level correspondence, statistical material, reports, special projects, and notes for briefings, meetings, and/or councils.  Establishes and maintains a turnover file on recurring activities.

Conducts studies of current MCCS business programs to create high-level operational reports from which management can make strategic business operating decisions.  Manages the strategic goals and operational performance targets of MCCS and Business Operations as defined by the Commanding General, MCIPAC-MCB Butler, and produces comprehensive status reports that assist the CBO in meeting command requirements.

Provides oversight on the coordination, integration, and synchronization of various business actions, to include all MCCS Business Operations activities (Tours Plus, Custom Shop and Framing, Arts and Crafts, Food and Hospitality, Entertainment, Special Events, Golf Club, Bowling, Automotive Services, Lodging and Scuba) and briefs related to MCCS operations and reportable to the CBO, Executive Office, and higher headquarters.  

Collects, analyzes, updates and publishes weekly, monthly, and quarterly reports and briefs. Prepares senior-level presentations and executive correspondence designed to communicate and depict operational data to senior leadership.  Oversees the administration of operational project schedules, communications plans, planning documents, and lessons learned.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner.  Takes action to solve problems quickly.  Alerts the higher-level supervisor, or proper point of contact for help when problems arise.  Adheres to safety regulations and standards.  Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.  Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Performs other related or incidental duties as assigned.

MINIMUM REQUIREMENTS:

  1. Bachelor's degree from an accredited college or university in business management or related field AND three years of progressively more specialized and responsible experience in the field of business analytics, data analysis, or experience related to the duties identified in the above; OR an appropriate combination of both education and experience, demonstrating the knowledge, skills and abilities necessary to do the work required of the position.
  2. Extensive knowledge in various analytical techniques and evaluative methods and the ability to apply them to collect, organize, and depict operational data through a variety of management studies, reports, and formal written recommendations to senior leadership.
  3. Must demonstrate a high level of initiative, independence, effort, and commitment towards producing high quality, written work products in a timely manner.
  4. Knowledge of MCCS mission objectives, goals, and the general function of organizational elements and Business Operations programs.
  5. Knowledge of operating procedures, administrative regulations and policies to perform management studies, identify potential compliance problems, and recommend changes in existing management systems or operations.
  6. Ability to research and identify internal/external customer and stakeholder needs, determine priorities, and develop practical programs and plans.
  7. Ability to bridge communication with top-level management, middle management and operations staff, and communicate technical ideas and facts in a clear and understandable manner, tailoring the communication to be consistent with the targeted audience. 
  8. Must have a high-level of skill in both written and oral English to be able to produce executive briefs, reports and documents, as well as articulate facts clearly during oral presentations. 
  9. Must have extensive knowledge of Navel Correspondence protocol and understand insignia/rank structure. 
  10. Hands-on working knowledge of Microsoft Office products, to include Word, Excel, PowerPoint and Access.
