Duties

Help

This position is located within the ACHP's Office of Federal Agency Programs (OFAP), Federal Permitting, Licensing, and Assistance Section in Washington, DC.

At the full performance level GG-13 the major duties of this position include, but are not limited to the following:
1. Provides expert technical assistance and guidance to the Federal Highway Administration (FHWA) in order to ensure sound management and stewardship of their historic properties.
2. Provides assistance in the interpretation and application of Section 106 of the NHPA (Section 106) as well as related laws, regulations, procedures, and guidelines to FHWA, State Historic Preservation Officers (SHPOs), Tribal Historic Preservation Officers (THPOs), Indian tribes, Native Hawaiian Organizations (NHOs), preservation organizations and the general public affected by FHWA-assisted projects and programs.
3. Assistance may include: representing the ACHP in high profile and complex cases; maintaining the current best practice briefs and guidance on the ACHP website; developing and supporting FHWA program activities and Section 106 program alternatives to establish efficiencies in project review; developing and monitoring implementation of Section 106 Agreement Documents; providing technical assistance to FHWA Divisions and State Departments of Transportation (DOTs); contributing to Transportation Research Board and American Association of State Highway and Transportation Officials workshops; preparing program and regulatory briefs; reviewing FHWA assignments to States; assisting with amendments and/or extensions of Section 106 Agreement documents; developing traning and outreach to FHWA, State DOTs, and transportation project proponents.
4. Provides technical assistant to FHWA Headquarters and State DOTs in coordinating Section 106 and the National Environmental Policy Act (NEPA) reviews for programs and projects , and development of related training and outreach for staff.

Salary Information
GG-13: $117,962.00 to $153,354.00 per year
First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience.

Specialized Experience: To qualify for the GG-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is considered that which is in, or directly related to, the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

This experience is defined as: Professional level work providing cultural resource program support and professional advice in a position whose main function is centered on cultural resources and Section 106; participating in consultations with State Historic Preservation Offices (SHPOs), Tribal Historic Preservation Offices (THPOs) and Indian tribes; and conducting, developing or reviewing cultural resource projects or studies in support of Section 106 reviews.

Education

While there is no specific education requirement for this position, ACHP has indicated that a degree from a college or university in the fields of architectural history, archeology, cultural resources management, urban planning, transportation management, historic preservation, or civil engineering, or a certificate of advanced training in these fields or other closely related field, is highly desirable.

A preliminary background check must be completed before a new employee can begin work with the Advisory Council on Historic Preservation (ACHP). The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check; it may take up to 3 weeks to complete. If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check. Current Federal employees or individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau security office.
