About the Position: Serves as the Financial Management Analyst in the Headquarters, Victory Corps, Office of the Deputy Chief of Staff, G-8, Execution Branch. Exercises full program and managerial responsibilities to support the Office of the Deputy Chief.

Duties

Help
  • Provide Subject Matter Experts advice regarding fiscal policy and law, program budget estimate input, risk analysis, internal management controls, and civilian pay issues, and budget and program matters.
  • Recommend policies, plans, and courses of action affecting the V Corps resource management program.
  • Participate in meetings, conferences, and sessions concerning the general overall management of the operating programs for the purpose of representing the financial management programs.
  • Develop new approaches, through imaginative and creative plans, to meet efficiency and effectiveness goals and to protect the financial resources.
  • Prepare narrative justifications, identifies shortfalls and tradeoffs; proposes alternative methods of financing unfunded requirements, and develops and/or makes formal presentations of budgets to management and operating officials.
  • Perform in-depth analysis and provides the commanding general and senior resource manager with financial information from accounting systems on mission execution and compliance with Command performance indicators.

  • This position requires Top Secret clearance.
  • This position has a requirement to complete a Confidential Financial Disclosure Report (OGE-450) upon entering the position and annually thereafter.
  • Must be able to work extended and/or other than normal duty hours, including evenings, nights, weekends, holidays, and overtime to the extent determined by the supervisor.
  • Financial Management Certification (FMC) – FMC Level 3 must be obtained within two (2) years of entry on duty .
  • Must be able to receive inoculations IAW DoD requirements for travel to specific countries.
  • Must be able to travel using military transportation or non-commercial means of travel.
  • This position is designated Mission Essential. The incumbent is required to report to work or remain at work as scheduled to support mission operations in the event of severe weather conditions or emergency type situations.
  • Must be able to obtain and maintain a no-fee Special Issuance Passport (SIP) and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa.
  • This position is subject to a pre-employment drug testing and random testing thereafter.
  • This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization. Doing so would seriously impair the capability of the organization to function effectively.
  • This position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service including work that involves the following: providing advice and services regarding Title 10 resource management programs, operations, services and activities; performing program budget estimate input and risk analysis; rendering technical advice and support regarding policies, plans and courses of action; providing functional expertise for financial management systems.

Education
