Duties

Help
  • Serve as a member of the River Maintenance work group and performs the majority of duties aboard floating plant consisting of towboat, crane barge and material barges.
  • Work performed by the River Maintenance work group consists of towing, snagging, dredging, and normal or emergency maintenance and repairs on the McClellan-Kerr Arkansas River Navigation System.
  • Navigation channels, aids to navigation, dikes, and channel rectification structures; navigation locks and associated operating equipment; spillway structures and gates; and embankment dams.

  • The employee is subject to assignment where needed during emergencies such as high water or accidents.
  • Approximately 90% of the time may be spent on temporary duty away from the permanent duty station.
  • Safe work conditions are an integral part of this position. Incumbent is required to know, comply with, and promote prescribed safety rules and regulations.
  • THIS POSITION IS COVERED BY THE CIVILIAN DRUG ABUSE TESTING PROGRAM. INCUMBENT IS REQUIRED TO SIGN A DA FORM 5019-R, "CONDITION OF EMPLOYMENT FOR CERTAIN CIVILIAN POSITIONS IDENTIFIED AS CRITICAL UNDER THE DRUG ABUSE TESTING PROGRAM.
  • Driver's license is required to perform the duties of this position.

Minimum Qualifications (Screen Out Element): To qualify for the XF-4701-08 position:
Ability to do the work of a River and Harbor Maintenance Worker without more than normal supervision. Ability to perform simple maintenance on mechanical equipment on navigation locks and spillway structures in trades such as welding, rigging, carpentry, sheet metal work, concrete work, or electrical work. - Failure to meet this Screen out Element will result in an ineligible rating.

Minimum Qualifications (Screen Out Element): To qualify for the XF-4701-10 position:
Ability to do the work of a River and Harbor Maintenance Worker without more than normal supervision. Ability to perform common tasks including electrical and/or mechanical equipment repair in preventative maintenance of electrical and/or mechanical equipment of various structures in trades such as welding, rigging, carpentry, sheet metal work, concrete work, or electrical work. -Failure to meet this Screen out Element will result in an ineligible rating.

  • MENTAL APPLICATION: The work requires continuous mental attention to every detail of the work since an error using heavy engineering equipment or other tools while performing work on the lock and dam operating equipment could cause catastrophic failure of the dam or control gates. For example, an error in rigging a stop-log while performing maintenance on a control gate could cause serious damage to the gate. A failure of that nature could cause flooding downstream areas or close a navigation lock to commercial traffic causing large economic losses to the general public.
  • PHYSICAL DEMANDS: Work requires climbing and working in high places and in confined areas below water level. Frequently requires considerable pushing, pulling, carrying, and lifting items weighing up to 50 pounds, occasionally to 100 pounds. Also frequently requires standing, walking, kneeling and bending.
  • WORKING CONDITIONS: work is generally performed on and near water on barges, on dams up to 65 feet above water level, and in confined areas inside lock structures down to 65 feet below water level. The incumbent is subject to falling overboard from slippery decks and drowning; falling rom high areas; injury in case of cables breaking when working around cranes or ropes breaking under strain when securing work barges; paint fumes; electric shock when using power tools; and fumes from performing welding repairs or when repairs are performed by other workers. Majority of work is performed in areas subject to heat, cold, rain, snow, ice, high winds, darkness, noise, fumes, and cramped conditions. In order to minimize danger of injury, various safety devices are used such as safety belts, lifelines, safety nets, scaffolding, life jackets, hard hats, rubber boots, and respirator masks. The incumbent is subject to call at any time to restore navigation channels, locks and dams to operational status.
