Duties

Help

Advises the Director on current issues and trends that bear on Agency strategic direction and program development.

Translates policy determinations into strategic program plans for regional, country, and sector development.

Monitors economic and political developments and assists in developing trade strategies for pursuing opportunities in the countries and region and/ or sub-region.

Plans and implements short and long-range strategies and establishes priorities for supporting U.S. commercial involvement in the region.

Identifies activities suitable for USTDA funding by evaluating proposals from U.S. entities and requests for assistance for economic development projects.

Drafts and negotiates grant agreements with responsible foreign entities (grantee) for USTDA grant funding.

Provides guidance to and otherwise directs the work of all FTE subordinates and contract staff assigned to the region.

Qualifications

Applicants must meet the BASIC QUALIFICATION requirements for this position described below:

Undergraduate and/or Graduate Education:
Major study -- marketing, business administration, political science, public administration, history, business or commercial law, economics, finance, international trade, or international relations.

OR

Experience: Experience that demonstrates knowledge of:

  • Marketing that included economic, psychological, and sociological influences bearing upon consumption patterns;
  • Business practices pertaining to wholesale, retail, manufacturers' distribution, distribution costs, finance and tax structure, and similar areas of activity or concern; and
  • International economic and political factors influencing balance of payments, monetary exchange and tariffs, and their bearing on the distribution of commodities.
In addition to meeting the basic qualification, at the GS-15 level, you must meet one of the following qualifications

One year of specialized experience equivalent to at least the GS-14 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. Specialized experience for this position includes activities such as: 1) developing foreign assistance programs that support U.S. export promotion goals and host country development goals; 2) analyzing information related to trends in economics and business, U.S. trade competitiveness, host country project development barriers and project finance considerations that support U.S. exports and host country development goals; 3) evaluating infrastructure project proposals for funding consideration, based on financial, technical, developmental and U.S. export promotion potential; 4) identifying market access challenges and opportunities (e.g., identify growth sectors, possible foreign buyers and U.S. exporters, and ways to overcome market barriers); and 5) managing the progress of U.S. export promotion and foreign assistance programs.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Selection may require completion of a 1-year probationary period.

Selection may require completion of a 1-year supervisory or managerial probationary period.
