Duties

Help

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service

As a Contract Specialist at the NH-1102-4 some of your typical work assignments may include:

  • Serves as a Contracting Officer in the Contracting Directorate (CT), within the Contract Management and Strategic Operations (CTM) directorate.
  • Support execution of the CTM mission focused on providing timely, cost effective and innovative contract management solutions that enhance execution of the agencies mission while establishing DoD best practices.
  • Participate in performing the work of the team by personally performing and/or assisting with the more complex and critical assignments.
  • Administration and oversight of the AbilityOne Contract Management Support (CMS) contract that provides both contract closeout and digitization support.
  • Performs and directs a full range of contractual administration actions required for the acquisition program including the issuance of contract modifications, negotiation of changes, and similar matters to support range of contract closeout activities.
  • Lead multi-disciplined Government teams and directs the analysis of these teams. Coordinates with Program Managers, technical experts, legal counsel, audit, higher-level authorities, and subordinate activities.
  • Mentors and trains intern and career personnel professionals of varying skill and certification levels while also executing assigned workload.
  • Serves as principal contracting advisor to the program management office and represents the agency as the programs contractual authority at conferences and meetings. Monitors status of contractor performance.

  • Must achieve 80 hours of Continuous Learning Points (CLPs) every 2-years

Qualifications

You may qualify at the NH-04 broadband level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:

  • Experience applying Federal Acquisition Regulations (FAR), Department of Defense (DoD) Supplement to FAR., DoD bulletins, Directives and notices, internal policy guidelines, government and agency-specific guidelines and business practices, including statutes, regulations, policies and procedures, which cover different contract types.
  • Experience working with various types of contracts, methods, and procedures to acquire sophisticated or unique research, development, test and evaluation services, weapon systems, equipment, and components, through the use of cost and fixed-price contracting and cost sharing arrangements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Duty location Kirtland AFB, NM: Position will be filled at NH-04 with a starting salary of $123,485 to $188,821 (includes 18.05% locality), unless statutory/regulatory rates prevail.

Duty location Schriever AFB, Co: Position will be filled at NH-04 with a starting salary of $125,242 to $191,508 (includes 19.73% locality), unless statutory/regulatory rates prevail.

Duty location Redstone Arsenal, Al: Position will be filled at NH-04 with a starting salary of $127,073 to $191,900 (includes 20.96% locality), unless statutory/regulatory rates prevail.

Duty location Dahlgren, Virginia: Position will be filled at NH-04 with a starting salary of $139,395 to $191,900 (includes 33.26% locality), unless statutory/regulatory rates prevail.
