Duties

Help
  • Coordinates with office engineers at construction field offices to obtain construction progress data and photos for development of construction status reports.
  • Coordinates with Contracting Division to acquire a modification number, and modification package contains all necessary components to comply with current guidance.
  • Tracks closeout activities including final payments, contractor evaluations and transfer documents, and ensures that all assigned users complete their required system milestones.
  • Answers questions relating to the contract modification process, pay estimate process, LD process and CPARS process.
  • Assists the office engineers and field construction offices on technical support for DrChecks, RMS, CADD, CPARS, and CEFMS, as applicable.

  • The position requires employee to drive a motor vehicle. Must be able to obtain and maintain a valid state driver's license is required.
  • Position requires up to 10% business related travel.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel in DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-08
Specialized Experience: One year of specialized experience which includes meeting two of the following: 1) Provide contract administration support to the construction field offices for contract compliance; 2) Assist the office engineers in verifying that contract close-out requirements have been met by construction field offices; 3) Collaborate in and monitor the review of contractor technical submittals and Requests for Information (RFIs); 4) Review design drawings, specifications, and other contract documents for constructability and biddability on Civil Works projects such as dam repairs, levees, channels, roads, erosion and sediment control features, wetland mitigation, and stream bank restoration; 5) Interpret and apply guidelines to a variety of survey, construction, and design problems and recommending solutions; 6) Assist office engineers in preparing for periodic Quality Assurance inspections of construction work from layout to completion under each contract. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
