Help
  • Develop, implement, and track a statewide outreach plan each fiscal year.
  • Serve as a specialist for outreach to traditionally underserved audiences and explain NRCS programs and policies for target audiences and underserved populations.
  • Assist in the development of specialized publications, talking points, presentations, and other communication materials to target the needs and priorities of individualized audiences throughout the state.
  • Coordinate with State Public Affairs Staff to prepare appropriate outreach materials and products, including but not limited to fact sheets, flyers, PowerPoint presentations, exhibits, brochures, video productions, talking points, etc.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Applicants must meet the following Minimum Qualifications Requirement to be considered:

To qualify for the GS-11 level:

Specialized Experience: You must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include:

  • Demonstrates knowledge and skill in applying policies and procedures to implement, review, and evaluate agricultural outreach initiatives.
  • Identify barriers and recommend actions to remove such barriers.
  • Demonstrates knowledge of agricultural production methods and techniques and the agricultural, economic, social, and credit needs and problems of farmers, and of programs and services available to meet those needs. OR
Substitution of education in lieu of specialized experience: You must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related in human resources, social or behavioral sciences, or in such fields as business or public administration, political science, government, management, journalism, marketing, public affairs, or other fields related to the position such as agriculture, agricultural economics, farm, livestock, ranch management, or rural sociology. OR

Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

To qualify for the GS-12 level:

This experience must include experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.   • Demonstrates knowledge and skill in applying outreach, EEO, and Civil Rights laws, regulations, policies, and precedents to formulate, implement, and evaluate effective agricultural outreach programs including knowledge of agricultural production methods and techniques, and the agricultural, economic, social, and credit needs and problems of farmers, and of programs and services available to meet those needs.
Note: There is no education substitution for the GS-12 level.
