Duties

Help

  • Oversees the Water Administration Group that administers Colorado River water entitlements and development of water contracts and repayment contracts on behalf of the LCB Region. Provides administrative and technical oversight to subordinate staff. Plans and schedules workload, sets quality standards, and suspense dates. Gives direction and instructions on different operations and issues. Answers technical questions about the work.
  • Serves as the senior and principal advisor on administration of Colorado River water entitlements including water service, repayment, and related contract matters (water service to Indian tribes, LCB Region's Economics Program, etc).
  • Oversees preparation of complex reports, testimony, briefing statements, letters, and memoranda related to cost sharing, cost allocation, financial capability, repayment, project feasibility, water transfers, water exchanges, under consideration in the LCB Region, Denver Office, or DOI.
  • Serves as the chief coordinator and liaison with Reclamation staff and officials involved with water service, repayment, and related contracts, and economic matters.

Qualifications

To be eligible for consideration, you must first meet the Basic Education Requirement for this position:

Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. or Combination of education and experience: 24 semester hours (courses equivalent to a major) in economics, plus appropriate experience or additional education.

GS-13: To qualify at the GS-13, your resume must reflect one year of professional experience (post undergraduate degree) applying economic principles and theories to propose and conduct research on trends or relationships in the economy, financial system, or financial services industry; proposing and developing a research framework by applying economic theories and principles and employing econometric techniques; gathering data and conducting analysis in statistical programs to answer research questions.

Education

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. Probationary Period: You will be required to serve an initial probationary period.

Supervisory Probationary Period: You may be required to serve an initial supervisory probation period.

Telework: Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval. Current Reclamation policy requires employees to report to the office 40 hours out of 80 hours in a payperiod.

Relocation: Permanent Change of Station (PCS) expenses are authorized with the exception of the Guaranteed Home Sale Provision or first-post-of-duty relocation expenses are authorized, as applicable. The Tax Cuts and Jobs Act (TCJA), signed into law December 2017, suspends the moving expense deduction and the exclusion from income of qualified employer reimbursements of moving expenses that was allowed under previous tax laws. Employer reimbursements for moving costs are now generally taxed at the same rate as ordinary income.

For evaluating the quality of candidates for referral to the selecting official, a three-phased process will be used.
