Duties

Help
  • Determines appropriate products or services with clients or customers to define project scope, requirements, and deliverables.
  • Develops, modifies, or provides input to project plans. Implements project plans to meet objectives. Coordinates and integrates project activities.
  • Manages, leads, or administers project resources. Monitors project activities and resources to mitigate risk. Implements or maintains quality assurance processes.
  • Makes improvements, solves problems, or takes corrective action when problems arise. Gives presentations or briefings on all aspects of the project.
  • Participates in phase, milestone, and final project reviews. Identifies project documentation requirements.

  • This is a National Security Position has been designated as Secret Security designation level as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret Leve/NCS security clearance.

Qualifications

Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.

Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.
Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs.
Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.
Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.

To qualify at the GS-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Experience managing IT projects using Agile project management methodologies and translating business requirements into technical requirements. Utilizing Development, Security and Operations (DevSecOps) in the software development lifecycle



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.

Education

Education is not substitutable for specialized experience for this grade level.

  • This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense.

  • This is an Information Security (INFOSEC) position. In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months. Level II certification is required prior to being authorized unsupervised privileged access.
  • Selectee must have their Program Management Practitioner Certification (or be eligible for certification within 60 months of appointment) in the DAWIA Program Management Functional Area. Acquisition workforce employees must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. If certification is not received within 48 months of appointment as defined by DAWIA, and training not completed within the established guidelines, the incumbent might be removed from this position.
