The ASA provides leadership for DHHS departmental administration, including human resource policy, information technology (IT), and departmental operations.

The incumbent of this position provides consultation and executive leadership in the following areas:
Policy & Organization
Ensure IT governance and compliance are consistent and aligned with statutory, legislative and executive orders per 44 U.S.C. ยง3506(a)(3), US Federal Information Policy. Federal Agency Responsibilities. Chief Information Officer.
Defines policy for existing and future technologies and their implications in support of HHS' mission.
Continually modernize and improve the service delivery model and explore areas of common use to drive efficiency.
Strategy & Planning
Lead strategic and operational IT governance processes.
Lead IT strategic and operational planning to support the HHS Mission and achieve goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of IT systems across the department.
Develop and maintain an appropriate IT organizational structure that supports the needs of the business, data, and application technology components.
Acquisition & Capital Planning/Investment
Coordinate and facilitate consultation with internal customers and stakeholders to define business and systems requirements for new technology implementations.
Approve, prioritize, and control projects and the project portfolio as they relate to the selection, acquisition, development, and installation of major information systems.
Review hardware and software acquisition and maintenance contracts and pursue master agreements to capitalize on economies of scale.
Cybersecurity/Information Security
Understand implications of regulatory mandates of CISA, FISMA and FITARA on Cybersecurity.
Represent Department with Congress as accountable official in protecting HHS infrastructure as well as defend the Healthcare and Public Health sector.
Proactively understand Threats and Vulnerabilities and develop strategies to defend.
Technology Management and Operations
Support management of Network, telephony and mobile platforms and ensure availability and optimize cost.
Develop strategies to support web presence - social media, web design, self-service technologies.
Support the introduction of advanced technology and facilitate change management to ensure rapid adoption.
Artificial Intelligence
Develop and deploy AI applications and tools.
Monitor AI systems for performance and compliance.

This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM.

Qualifications
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.
All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. Mandatory Technical Qualifications (MTQ's):
This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume.
Senior-level expertise in providing innovative leadership and strategic vision in developing, directing, and implementing large-scale Information Technology (IT) services, infrastructure, cybersecurity, and support organizations, providing a high level of security and availability, and serving clients spanning multiple organizations, business units and/or locations.
Demonstrated executive level experience successfully managing an Information Technology (IT) investments portfolio to achieve organizational outcomes.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. Additional information
Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.
Probationary Period:
An individual's initial SES career appointment becomes final only after the individual successfully completes a one year probationary period.
