Summary

This position is located in the Department of Homeland Security (DHS), Office of Intelligence and Analysis, Deputy Under Secretary for Analysis, Transborder Security Center (TBS)..

The primary purpose of this position is to lead a team of intelligence analysts in the production of finished intelligence. You will mentor and develop junior analysts, maintain subject matter expertise and analytical tradecraft skills and provide substantive review.

As a Intelligence Research Specialist, GS-0132-14, your typical work assignments may include:

  • Knowledge of a comprehensive range of intelligence research and collection methods, techniques, and practices; and multi-source intelligence information systems to capture and report on data in order to develop intelligence capabilities and threat assessments, interpret policy, and commit resources.
  • Demonstrated expertise and experience in providing authoritative guidance to government organizations to achieve high levels of operational success.
  • Skill in communicating effectively with others, both orally and in writing; in working out solutions to problems or questions related to the work; writing clear and concise intelligence products; and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
  • Maintains advanced writing skills.

  • Represents I&A mission center, branch, and or team at meetings, interagency and intergovernmental teleconferences, secure video teleconferences, working groups and committees, and during times of crisis requiring 24/7 leadership coverage.
  • Develops and maintains coordination and liaison with counterparts and colleagues throughout the intelligence and law enforcement communities and preparing significant briefing materials for senior executive audiences.
  • Develops and implements research and analysis plan for team and ensure that analysts draw conclusions, make projections, and use reasoned judgment based on understanding of the significance of conditions and trends in subject area.
  • Leads collaboration and coordination with experts from other subject areas across the IC and DHS IE to develop comprehensive perspectives. Prepares training, education, and professional development of the analytic workforce, and to influences the development of hardware, software, tools and applications and the business process that supports analytic tradecraft.
  • Organizes, plans, and oversees substantive, in-depth research and analysis projects that reflect subject matter expertise inall-source analysis.

Qualifications

SPECIALIZED EXPERIENCE
You qualify for the GS-14 grade level if you possess the specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent private/public sector experience.
For this position, specialized experience is defined as:

  • Experience serving as an all-source analyst; experience can be in the federal, state and local, and or private sector.
  • Demonstrated understanding of traditional Intelligence Community analytic tradecraft and principals of analytic writing.
  • Expert writing, verbal communication, and critical thinking skills.
  • Experience in conducting quality review of all-source analysis.
  • Sustained experience in producing formal, strategic analysis for external stakeholders.
  • Experience working Counterterrorism, Nation State Threats, Cyber Intelligence, or Transborder Security issues.

Substitution of education in lieu of specialized experience may not be used for this grade level.
