Duties

Help
  • Performs and supervises work in the engineering department for USAG Humphreys MWR. Provides direction, evaluates, and oversees the work of subordinate employees in all phases of preventive and repair maintenance.
  • Makes plans and determines cost estimates, resources needed, and completion time for projects. Draws or reviews drawings, concept sketches, work orders and specifications, and performs other associated duties related to technical engineering.
  • Establishes internal systems or procedures that will identify and correct potential problems from occurring. Ensures strict adherence to internal control and environmental procedures and requirements.
  • Performs administrative duties such as project planning, forecasting, ordering and receiving parts, equipment and materials. Identifies and programs minor construction projects, maintenance and repair projects.
  • Assures completion of each assignment. Performs the full range of supervisory duties. Writes performance plans and evaluations. Trains, mentors, rewards, and disciplines as required.

Qualifications

Minimum Qualifying Criteria:

Work experience indicating an acquired knowledge of engineering designs, blue prints, master planning, environmental policies, safety policies, maintenance, supply, and contracting procedures. Must be able to document and verbalize problems, changes, and needs. Must have experience in performing on-site quality control. Experience and ability to work with PC based software packages. Must be knowledgeable of engineering, construction, contracting, and project management related principals and procedures. Must be able to communicate effectively, orally and in writing. Must have supervisory experience in facility management.

Engineering degree (Mechanical), or construction related field, or equivalent practical experience is highly desirable.

Highly Qualifying Criteria:

1. Please provide evidence of three to five years' experience governing project development, design, and execution.

2. Please provide evidence of one year of specialized experience verifying contractor's performance requirements of contracts in accordance with the contract terms, conditions, and specifications. (This includes experience preparing reports reflecting inspection results of contractor performance by conducting site investigations, inspections, and/or surveys.)

3. Please provide evidence of three years of technical knowledge, skills, abilities, and the required planning skills to execute the project's preliminary work.

4. Please provide evidence of experience with submissions of major and minor work order requests, such as Facilities Engineer Work Requests and Demand Maintenance Order/Service Order/ARMA.

5. Please provide evidence of Working knowledge of DOD policies and Army Regulations related to Engineering and Construction Project Management.

Highly preferred criteria experience must be clearly demonstrated in your resume.

PCS Costs
  • Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest.
Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
  • Incentives will not be paid.
Foreign Overseas Allowances
  • Foreign overseas allowances, cost of living (COLA), and differentials will be paid, contingent upon eligibility.
  • Living Quarters Allowance (LQA) are authorized for this position if selectee is determined to meet eligibility requirements.
